Mr. Trudgeon stated he and Mr. Brokke have <br /> talked about forming a coalition of a staff or some electives and Commission <br /> Members and users groups as the advocates down there. He thought having a <br /> lobbyist might make sense but that would be up to the Council. <br /> Councilmember Laliberte was not sure who had expertise in this area and would <br /> be interested in learning more. She wondered if the City could get requests for <br /> proposals or additional information from lobbying groups. <br /> Councilmember McGehee stated she would like some more information but did <br /> not see why it did not make sense to reach out to State Representative Hausman, <br /> see what recommendations she would have, noting she may know a Lobbyist who <br /> might be able to help. State Representative Hausman might be the City's best re- <br /> source for how to proceed on this. <br /> Mr. Trudgeon indicated the entire legislative delegation is aware that the City will <br /> be coming forward,but they have not been provided the OVAL report yet. <br /> c. Discuss Roseville's 2019 Legislative Priorities <br /> City Manager Patrick Trudgeon summarized the request as detailed in the RCA of <br /> this date; and noted a bench handout incorporated into the RCA providing an ex- <br /> tract of City Council meeting minutes of October 15, 2018. <br /> Mr. Trudgeon stated one priority on the list is Statewide Licensing of Massage <br /> Therapists. This is something staff has identified as an issue with people having <br /> multiple, different licenses in different cities. <br /> Mr. Trudgeon stated another priority is to allow a Tap Room and Cocktail Room <br /> on the same premise. He knew there was some push on this item last year when <br /> he attended the legislative hearings but this item did not advance in the Legisla- <br /> ture. He was not sure what the plan was this year,but he understood Bent Brews- <br /> tillery was working with legislators to have something introduced. Generally, the <br /> City was supportive of their approach of being allowed to have both on the same <br /> premises. <br /> Mayor Roe stated he was at a meeting a month or two ago with Bent Brewstillery <br /> lobbyists and local legislators and it sounded like at that point the legislators were <br /> thinking about doing a special license for Bent Brewstillery to have a Tap Room <br /> and Cocktail Room on the same premise. Instead of creating a general capability <br /> throughout the State for that, an approach that might work better with some of the <br /> different groups that are opposed or were opposed last year, might be to look at a <br /> special license. He was not sure if that was going to be offered at the Legislature <br /> when the session starts. <br />
