Regular City Council Meeting <br /> Monday, October 15, 2018 <br /> Page 14 <br /> Mayor Roe thought these items could be put on some type of a tier system as part <br /> of the Council follow up. <br /> Mr. Trudgeon stated he had a couple of new items for the City Council to consid- <br /> er adding to the City's Legislative Priorities. <br /> Mr. Trudgeon stated the first new item is regarding Presidential Primaries in Min- <br /> nesota. The League of Minnesota Cities has the same type of policy for Presiden- <br /> tial Primaries in Minnesota. In 2020, the State of Minnesota will have the Presi- <br /> dential Primary and is looking at three things: exploring and expanding the list of <br /> reimbursable items currently outlined in Statutes so the cities are fully reimbursed <br /> for conducting the primaries; restricting the dissemination of party declaration in- <br /> formation to the political parties only and not including it on the public infor- <br /> mation lists; and, allowing the Presidential Primary to be conducted via mail bal- <br /> loting. He thought the third item would be a big ask and was not sure where that <br /> would go because it is a radical change. He asked if the Council had any interest <br /> in adding this item as a priority. <br /> Councilmember Laliberte thought the Council needed to figure out how to priori- <br /> tize the list. She thought the League would find it helpful to know the City was <br /> advocating for support in this area. She did not think it hurt to put this item on the <br /> priority list as it was better to be proactive than reactive. <br /> Mayor Roe stated the primary is a party activity as opposed to an election activity. <br /> He thought the notion for the additional reimbursement was within bounds and al- <br /> so the mail approach is certainly not a bad thing to advocate for. He did know <br /> that parts of Minnesota already do mail balloting that are fairly rural and not well <br /> served. He noted it seems to work alright in those areas so it may be something <br /> worth advocating for. <br /> Mr. Trudgeon stated the other addition is in regard to special legislation to allow <br /> for the Cedarholm Community Building to have a full liquor license. He stated at <br /> this point, the City is not able to get a liquor license from the State. In the statutes <br /> governing liquor licenses, there is not express permission for city facilities to have <br /> regular liquor licenses. He reviewed the State Statutes with the Council. He <br /> wondered if the Council had interest in pursuing special legislation to allow for a <br /> liquor license to be granted to Cedarholm Community Golf Course. <br /> Mayor Roe recapped the State Statutes with the Council and indicated because <br /> golf courses are not listed in either subdivision one or in special categories of the <br /> State Statute, that is why a license is not able to be issued to a municipal golf <br /> course. <br /> Mr. Trudgeon indicated that was correct. <br />
