Regular City Council Meeting
Monday, October 15, 2018
Page 2
a. Receive Update on Roseville Area Circulator Bus and Consider Continued
Funding of Program
City Manager Patrick Trudgeon briefly highlighted this item as detailed in the
RCA and related attachments dated October 15, 2018. He noted the Council did
authorize a six-month pilot project for this operation. He stated to-date, the cost
of the Circulator Bus Program was $7,432.85 less rider donations of$713.00 for a
total of$6,719.85. Total ridership was 339 people during that period.
Mr. Trudgeon stated 339 people were not a lot of riders, but stated that Mr. Scott
Olson of NewTrax spent a lot of time going to the different facilities to let them
know about the service.
Mr. Trudgeon stated that based on previous City Council direction, it was looked
at how the circulator bus could serve SE Roseville. It was felt that providing addi-
tional service to grocery stores in the area would be the best option given where
the circulator bus is already going and how a new route could be incorporated into
the program.
Mr. Trudgeon stated that the circulator bus route could be altered to eliminate the
connection up Dale Street and extend it down to Rice and Larpenteur with a po-
tential stop at Brittany Marion Apartments, go up Rice Street and touch the Cub
Foods and Aldi's. He stated this can be done without radically altering the time
tables. There is also a possibility to look at accommodating some individual
pickup of residents within the route.
Mr. Trudgeon recommended to the Council the continuation of the circulator bus
for another six months with the extension into the new route. The estimated cost
would be $7,500 less rider donations of$700 and a donation from Cub Foods of
$1,000. He stated last Friday Mr. Olson indicated there were two additional
$1,000 donations, one from Lyngblomsten Apartments and $1,000 from Heritage
at Lyngblomstem. The total approximate cost for six additional months would be
$3,800.00
Mr. Trudgeon thought long term the City will want to lessen the amount that the
City would be directly contributing if this works out. He asked for Council input
and direction from the City Council whether to continue the program or not.
Councilmember Willmus asked what the original amount the City Council allo-
cated to this program.
Mr. Trudgeon thought it was approximately $9,000 and estimated $18,000 for the
year.
Councilmember Laliberte asked if it was tracked how many people were picked
up at each spot and wondered if the Council or the SE Roseville Transportation
