Regular City Council Meeting <br /> Monday, October 15,2018 <br /> Page 8 <br /> Councilmember McGehee asked why the lobbyists are able to educate the Legis- <br /> latures and not the user groups. <br /> Councilmember Laliberte stated lobbyists are paid to do that and the City gives <br /> them the information needed so lobbyists are able to get that audience with the <br /> Legislature. <br /> Councilmember Willmus thought it was also important to call attention to who <br /> uses the facility and where the user comes from. Not only is this a regional facili- <br /> ty,but there are international tournaments there as well. That is part of that narra- <br /> tive. <br /> Mayor Roe noticed in the CIP there is a figure for 2028 for replacing the chiller in <br /> the amount of$800,000 and asked if that is anticipating the useful life. <br /> Mr. Brokke indicated that was correct. <br /> Mayor Roe also noticed the scoreboard was in the report and the lighting system <br /> was listed in the CIP. He asked what the need basis was for roof replacement and <br /> bathroom remodeling. <br /> Mr. Brokke stated the lighting was a cursory point in the report as well. He noted <br /> the scoreboard was replaced in 2008 as part of the bonding effort and is not all <br /> that old. The scoreboard is very functional even though technology is continually <br /> changing. He stated the bathrooms located in the arena should be opened up to <br /> the entire facility for major meets and competitions. Staff is trying to better uti- <br /> lize the space. <br /> Mr. Trudgeon stated all of those items are integral to the operation of the OVAL <br /> and he did not want the Council to assume these are extras being added on. <br /> Mr. Brokke stated the roofs have been on the City CIP for a number of years and <br /> to him, the OVAL, mechanical room, and banquet facility qualify for the bonding <br /> effort. <br /> Councilmember Laliberte suggested sitting down with the Legislators and sharing <br /> this information with them. She stated State Representative Alice Hausman has <br /> always been a very key figure on the bonding committee. She thought State Rep- <br /> resentative Hausman is used to looking at these types of reports and being able to <br /> advocate and tell the City what needs to be added to help tell the story. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br />
