Regular City Council Meeting <br /> Monday,November 5, 2018 <br /> Page 14 <br /> City should acknowledge those maps as being from that Plan to give historical <br /> understanding of where those maps are coming from. <br /> Councilmember McGehee stated on map 8, she did not think very many people in <br /> the Southwest corner of the City understand the policy as stated on the map. She <br /> noted people she talked to did not have the idea that instead of looking around for <br /> a park, the City already settled the idea of buying some little parks around the <br /> City. <br /> Councilmember Etten thought it was true of any of the documents to the extent <br /> that people at the time of this Master Plan and the renewal program in 2010/2011 <br /> were extensively connected to and that is where the strategy came from. <br /> Mayor Roe thought it would be beneficial in the summary to acknowledge the dif- <br /> ferent strategies as opposed to focusing on just one. <br /> Councilmember Etten stated on page 10, the information shows regional facilities <br /> and lists some different trails, it seems like all of the trails are on the east side and <br /> he did not know if it meant trails that connect people to the County Parks that are <br /> on the east side of the City. He was curious because he did not know about some <br /> of the major trails brought up in the Ramsey County active living piece, including <br /> the trail on County Road C from west to east all across the City and then connect- <br /> ing to other regional trails as well as the trail on Fairview going down into the U <br /> of M Campus and beyond. Those are examples of major trails that are being put <br /> out by Active Living Ramsey County as major County assets and maybe should <br /> be reflected in something like this. <br /> Mr. Lloyd stated he talked to the Parks and Recreation Director about that ques- <br /> tion and arrived at the conclusion that the trails on the map are shown as connect- <br /> ing the regional park facilities, not necessarily what the trails connect to or what <br /> connects to them elsewhere. Active Living Ramsey County has an entire connec- <br /> tivity map and the City's Pathway Master Plan has many more connections than <br /> just listed on the map. He noted the map is a limited illustration of what connects <br /> the three regional facilities and is something staff discussed to add into a legend at <br /> the bottom of the map to clarify. <br /> Councilmember Etten thought the map could be expanded a little bit with the ma- <br /> jor connections. <br /> Mayor Roe stated staff could also refer to the map in the Transportation Section, <br /> which gets into a lot more connections. <br /> Councilmember McGehee referenced chapter 9, Environmental Protection, the <br /> last section regarding the tree master plan and diversifying the City Tree Board, <br /> the City Forester, noting the City does not really have a City Forester that is <br />
