Regular City Council Meeting
Monday,November 5, 2018
Page 15
trained. The City uses an outside service. She thought the City should do some-
thing different. She stated that with a City the size of Roseville and the kinds of
climate changes that are occurring, the City needs policies and programs that are
more robust. She stated in regard to greenhouse gas emissions, Roseville is not
doing well. She felt the City should develop and pass some new initiatives in
this area.
Councilmember McGehee also stated on page 10 of chapter 9, a document is ref-
erenced, "Population Vulnerability Assessment and Climate Adaptation Frame-
work", that she did not find in the report. She wondered if that was attached any-
where.
Mr. Lloyd indicated that document will not be an appendix or attached to the
Comprehensive Plan like some of the other plans but it is a document that informs
some of the content that is in the Comprehensive Plan and there is a link to it on
the Comprehensive Plan project web page. He noted once the Comprehensive
Plan is adopted and has its own permanent page, there will be links to those kinds
of documents.
Councilmember McGehee stated on page 16 of chapter 9, the City has done a lot
with the solar initiatives but it is still listed as things the City is going to do. She
would like that updated.
Councilmember McGehee stated on page 19 of chapter 9, under the topic of Pol-
linators, she thought it was a good start but was not sure what the City's best ef-
forts are. It is not stating whether the City will or will not do something.
Councilmember Etten asked if Councilmember McGehee was talking about ban-
ning certain pesticides and insecticides.
Councilmember McGehee stated she was quite sure the pesticides and insecticides
could not be banned in the City; she was only talking about their use by the City.
Councilmember Etten noted the City, itself does not use those types of toxic
items.
Mayor Roe thought the City adopted a pollinator policy and may want to reflect
that policy better in the language.
Mr. Lloyd stated the policy adopted by the City Council was a topic of staff con-
versations and staff found a home for it someplace in the Comprehensive Plan but
not on this page. He indicated staff will look for that information.
Councilmember Etten appreciated the comment on the solar, which is a great ex-
ample of what the City is doing in regard to the greenhouse gas emissions.
