Human Rights, Inclusion and Engagement Commission Minutes
November 14, 2018 – Draft Minutes

Ms. Olson thought those are the techniques the City can use depending on where the
person is at. She stated it depends on what the City objectives are and how the City
would want the people involved.

Chair Beltmann asked how many departments have gone through the training.

Ms. Olson stated the Park and Rec Department has touched on a lot of these but does
not know of anyone else in the City that has this specific training. It is something that
staff has discussed but is a big undertaking and very intense. She knew the City
Council is interested in getting this information out to staff. She thought this was
something to understand the basic foundations of before talking about best practices.

Commissioner Hassan asked when the orbits overlap each other is there any issues.

Ms. Olson stated this is the IAP2’s image of how people are viewed. An advisor
typically is not the person making the decision and would not overlap. She stated the
planners help to plan out a resolution, but those people are not decision makers either.
People can move from one to the other, but the orbits don’t necessarily change.

Chair Beltmann stated on the work plan calendar, heading into the new year, she
thought the Commission is at the point of compiling survey results and draftingthe
best practices documentto have it ready after the first of year. She would like to
discuss how to break up the work going forward. She felt there was a few different
buckets of work that needs to be done to move the Commission to the next phase of
their work.

Ms. Olson reviewed with the Commission the survey responses.

Commissioner Peterson thought it was interesting to see that a couple of survey
results showed the departments want to engage more with renters, new residents, new
Americans and people with color and diversity.

Chair Beltmann thought the Parks and Recreation Department was of most interest to
her. It feels like that department has been doing a lot of really good work. In terms
of departments to go back and interview, the Parks and Recreation Department would
be one she would recommend going back to that department to learn what has been
going on so well.

Ms. Olson thought the Park and Recreation Department has had the most experience
with outreach in the Community.

Commissioner Peterson thought the first part of the engagement recommendation
would be to present demographics and summarize that somehow for the departments.
