Human Rights, Inclusion and Engagement Commission Minutes
November 14, 2018 – Draft Minutes

Chair Beltmann stated the Commission is in the final stages of reviewing the City’s
proclamations. She noted the proclamations will be brought forward to the City
Council as a recommendation along with the Commission’s recommendation(s) on a
th
proclamation to highlight as a pilot project at the November 26meeting.

Chair Beltmann stated there are two proclamations left that need to be approved.

Ms. Olson stated Chair Beltmann and Commissioner Manke were working on the
Older American’s Month Proclamation and Commissioner Manke sent an email
noting the information she was finding was that Older American was the term more
accepted and more used. She wanted to pull her revision of changing itto Senior
Citizen’s Month.

Chair Beltmann stated she sent the two versions of the proclamation to AARP for
review and was told AARP would definitely go with Older Americans as it was much
better then senior citizens. She thought the Commission needed to review the Older
American’s Month Proclamation to see if there are any changes needed or if it is okay
and ready for approval.

Commissioner Peterson asked if the theme “Get into the Act”, is a yearly theme or
will that theme always be there.

Chair Beltmann stated she did not put the proclamation together, Commissioner
Manke did all of the work on it so she was not sure.

Chair Beltmann thought the third paragraph from Senior Citizen’s Month that states:
“The City of Roseville recognizes and focuses on older adults taking charge of their
health, getting engaged in their communities, and making positive impacts, in the
lives of others; and…”, moving it over to the third paragraph of the Older American
Proclamation. She thought the only other change would be to change Senior Citizen
to OlderAdults throughout the proclamation.

The Commission agreed to keep the fifth Whereas “Older Americans” and change the
second to last paragraph removing Older Americans from the second sentence.

Commissioner Djevi stated he had a conflict with the title of the proclamation and the
content of it. He preferred Older Adult because not all people living in the City are
Americans.

Chair Beltmann agreed and also felt in conflict by using Citizen because she felt like
the City was prequalifying people. She thought if the use was citizen, which has a
different meaning thanCitizen. She thought if the proclamation were changed to
Older Citizen Month it mirrors historically Senior Citizen Month. She thought
throughout the proclamation the wording should be changed to reflect that.
