Human Rights, Inclusion and Engagement Commission Minutes
November 14, 2018 – Draft Minutes

Commissioner Eck suggested Elders Month and leave citizen out of it.

Commissioner Peterson suggested Older Adult Month.

Commissioner Hassan asked why the proclamation wording needed to be changed
from Senior Citizen Month. He noted it has always been that.

Chair Beltmann stated the Commission was notified that Senior Citizen was outdated
language and people are transitioning to Older Adult.

Commissioner Peterson thought the proclamation should be Older Adult Month.

Commissioner Bolinger agreed and thought it was the most inclusive.

Commissioner Eck referenced page 7 of the October meeting minutes in talking about
the proclamation. It states on line 292 that Commissioner Manke stated she talked to
a lot of senior citizens and did not like being called older. She thought most of the
seniors she talked to felt slighted by the term. Then the minutes go on to talk about
elder. She indicated she was confused about this.

Commissioner Peterson stated the Commission pushed back for it to go to other
groups for review and feedback.

Chair Beltmann read the email from AARP in regard to the term senior citizen.

Ms. Olson stated one thing to consider is the term Senior Citizen sometimes has the
connotation of 65 or older and Older Americans can be younger than 65.

Chair Beltmann summarized the Commission discussion and indicated the
proclamation will read “Older Adult Month” and editing the language throughout
removing the references to Older Americans and substituting with Older Adult along
with some other minor tweaks.

The Commission agreed with the changes and proposed to move this proclamation
forward for approval.

Ms. Olson stated for the Hispanic Heritage Month, she reached out to the Roseville
School District and asked them for feedback on whether Latin X or Hispanic Heritage
Month would be appropriate. She was told the School District would look into it but
have not gotten back to her yet. She did not have any other feedback on that
proclamation. She suggested approving the Hispanic Heritage Month as a
placeholder.

Commissioner Peterson moved and Commissioner Bolinger seconded a motion to
approve all proclamations. Motion passed unanimously.
