Human Rights, Inclusion and Engagement Commission Minutes
November 14, 2018 – Draft Minutes

th
Ms. Olson stated this will be going to the City Council on November 26. She stated
she had a few questions for the Commission and would be pulling together a staff
report outlining the process used with the updated proclamations and who reviewed
them. She did not think the entire Commission needed to be at the meeting, but all
are welcome to attend.

Commissioners Petersonand Bolinger and Chair Beltmann indicated they would be at
the City Council meeting.

c. Discussion on Pilot Proclamation
Chair Beltmann stated the Commission has been working throughout 2018 to review
existing proclamation language as well as receive feedback/input from specific
groups within Roseville that are impacted by those proclamations. As that process
comes closer to finalization, the next step is to bring forward suggestions for a
specific proclamation to be the “featured” proclamation for 2019.

Chair Beltmann stated at the October meeting the Commission discussed two pilots,
Human Trafficking which takes place in January and Hispanic Heritage Month that
takes place in September. The Commission goal is to discuss potential options for the
featured proclamations in 2019 and develop a suggested programming plan.

Ms. Olson noted the programming plan does not need to be really detailed but it can
give the Council an idea of what the Commission is thinking of doing and who the
partners might be for the proclamations.

Commissioner Peterson stated she has a detailed plan and will get thedocument for
the Council packet for the Human Trafficking Pilot Project. She reviewed the
activities with the Commission. She stated she will reach out Grace Church which is
interested in potentially hosting something.

Chair Beltmann thanked Commissioner Peterson for all of her work on this item. She
wondered if that was a topic that could be brought in with the Roseville Business
Council as well.

Commissioner Djevi stated he is meeting with three members of the community after
Thanksgiving to discuss Hispanic Heritage month.

Commissioner Bolinger stated there was never discussion on how the Commission
should be represented at these events. She wondered if there should be at least two
members at each event.

Commissioner Djevi stated his concern would be if the Commission would be
violating open meeting laws by being at the events.
