Regular City Council Meeting <br /> Monday,November 26, 2018 <br /> Page 11 <br /> Mr. Paschke stated he thought the map change would be done at the end once the <br /> Met Council approves the plan. <br /> Councilmember McGehee asked why Mr. Paschke recommended Neighborhood <br /> Business as opposed to R2. <br /> Mr. Paschke stated the reason is because it is currently a business and has func- <br /> tioned as a business property since developed. It is not one hundred percent clear <br /> why the City Staff and City Council supported a PUD to allow a commercial <br /> property there. As a business it would be difficult to rezone it to residential and <br /> then have someone buy a very expensive property to redevelop it into townhomes <br /> versus reusing it or repurposing it for some commercial use. <br /> Councilmember Willmus stated the PUD was created as alluded to and to make <br /> sure it was not an overly intensive use being adjacent to the property to the north, <br /> which was his recollection of the Council meeting at the time of approval. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Laliberte moved, Willmus seconded, approve moving forward with the cancella- <br /> tion of the Planned Unit Development on 1700 Hamline Avenue and adoption of <br /> Resolution No. 11555 (Attachment C) entitled, "Resolution approving a Compre- <br /> hensive Plan Map Change.from Low Density Residential (LR) to Neighborhood <br /> Business (NB). <br /> Council Discussion <br /> Councilmember Laliberte agreed that the table the City has for Neighborhood <br /> Business and what is permitted is different today than what it was in the 1990s; <br /> however, the parking and building as it is laid out is probably one of the better <br /> ways for that piece of property to be used so she did not anticipate someone tear- <br /> ing the building down. She thought at most, a bunch of parking could be placed <br /> at the front or back, but the building would need to be situated for that. She stated <br /> since it has been used as a commercial business since inception, she was support- <br /> ive of the change. <br /> Councilmember Willmus recognized Councilmember Laliberte's comments but <br /> felt the Council needed to be aware that this particular building and layout as it <br /> exists today may not be that way a year from now. He stated the building could <br /> be torn down and something could be done with the property that is completely <br /> different than what it is today. Along those lines, he asked if the Council was to <br /> move forward and cancel the PUD and zoned this Neighborhood Business, is <br /> there anything the City can do as far as requiring screening or anything to what <br /> may be there today to provide some sort of buffer between the two uses. <br />
