He thought what the City could do with Community Development Fund bal- <br /> ance is to potentially look at programs in the Community Development Depart- <br /> ment towards achieving certain goals and objectives as long as there is a nexus <br /> with the funds that are being collected in building fees and things like that. But, <br /> the City couldn't necessarily use Community Development Funds to fund EDA <br /> activities. <br /> Councilmember McGehee wondered if the Council could move some of the pro- <br /> grams into Community Development. <br /> Mr. Trudgeon stated the City needs to be careful of how the City uses the Com- <br /> munity Development Funds and the City needs to use the fees collected to do the <br /> work necessary there. He stated the fund does fluctuate. He suggested the Coun- <br /> cil not go down that road unless it is needed. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Etten moved, McGehee seconded, adoption of Resolution No. 11560 (Attachment <br /> A) entitled, "Resolution Approving a Special Property Tax Levy, for the Benefit <br /> of the Roseville Economic Development Authority, on Real Estate to the Ramsey <br /> County Auditor for the Fiscal Year of 2019." <br /> Roll Call <br /> Ayes: McGehee, Willmus, Laliberte, Etten, and Roe. <br /> Nays: None <br /> e. Adopt the 2019 Utility Rates <br /> Finance Director Chris Miller briefly highlighted this item as detailed in the RCA <br /> and related attachments dated December 3, 2018. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Etten moved, McGehee seconded, adoption of Resolution No. 11561 (Attachment <br /> A) entitled, "Resolution Establishing the 2019 Utility Rates." <br /> Council Discussion <br /> Councilmember McGehee stated she wished the City would look at this and think <br /> about it because it is clear the City did not change anything with the usage fee but <br /> at $177.55 per quarter, conservation is not anything that shows up even in the <br /> round off curve. She did not think the City had a good conservation program yet. <br />
