Regular City Council Meeting
Monday, December 3, 2018
Page 14
outside with a one-week extension of time for the owner to complete repairs by
December 10, 2018.
Roll Call
Ayes: McGehee, Willmus, Laliberte, Etten, and Roe.
Nays: None
Consider Approval of Roseville's 2019 Legislative Priorities
City Manager Patrick Trudgeon briefly highlighted this item as detailed in the
RCA and related attachments dated December 3, 2018. He noted a lot of the pri-
orities on the list are things the City had in 2018. There are three new ones for
consideration. First is in regard to allowing for an on-sale intoxicating liquor li-
cense for the Senior Home Community Building. Second is regarding changes to
the Minnesota Presidential Primary and the final item for consideration at Special
Legislation regarding TIF District 17A (HSS TIF District for Twin Lakes).
Mayor Roe asked if the Council had any concerns or objections to adding TIF
District 17A as a legislative action the City would like to request.
Council was fine with adding TIF District 17A as a legislative action.
Mayor Roe asked if the Council wanted to discuss the proposed high priority
items as opposed to other items.
Councilmember Willmus stated he had a question regarding Municipal Hotel Li-
censing. He stated there was some limited conversation that there might be a path
outside of this. He asked what is staffs outlook on that and should that item re-
main on the list.
Mr. Trudgeon stated he has not had a chance to pursue that any further. He
thought there might be some opportunities through delegation by the County. He
thought there needed to be more research. He thought this would be a two-track
approach and take time to look further into this item.
Councilmember McGehee asked moving forward, how long a list the City wants
to have. She thought there was too much in the priority schedule, even if the
Council ranks the priority of the items. She ranked the Oval as choice number
one. Her second choice was to be able to have sprinkler system in the multi-
family housing. She thought that was a health, safety and welfare issue that need-
ed attention. Her priority number three was the TIF funds and item four would be
the State-Wide Licensing of Massage Therapists. She stated she would also in-
clude the reimbursement of the Deputy Registrars. Item six would be Advocating
for Increased Transportation Funding.
