Regular City Council Meeting
Monday, December 3, 2018
Page 15
Councilmember Etten stated some of these things where the Council would indi-
cate support and an example of that is the MNLARS System. He was not sure as
a City that would be a high priority item. He stated he supported the tap room and
cocktail room legislation and was not sure that should be a high priority for the
City but could be added to the other priorities list. He thought the other items
should be included in the priority list.
Councilmember Laliberte stated she struggled with this as well. In reflecting on
this, the City is not employing a lobbyist to go to the Legislature and promote any
of these at this point so to say something is a priority implies that someone is ac-
tually working to push it through, and she thought, at best, the City will be having
meetings with their own Legislators, potentially supporting someone if a hearing
is allowed. She thought the Tap Room and Cocktail Room legislation is kind of
unique to Roseville and if the City is not going to promote it, then she did not
know who would.
Councilmember Laliberte stated she looked at the list as to what items are Rose-
ville specific that the City would promote Legislation or bill writing or draft lan-
guage and what are the items the City would support. She thought the Oval was
specific to Roseville so the City would need to promote that one.
Mayor Roe asked if everything on the high list fall into the promote category or
should some items go into the support list.
Councilmember Laliberte thought there needed to be a movement of the priorities.
Councilmember Willmus thought items that are Roseville specific that the City
should be actively pursuing would be the top four bullet points under high priority
items. He thought the rest of the items were a little broader and affect other mu-
nicipalities as well as Roseville that the City can be a part of, but he did not know
if those items were necessarily Roseville specific. He stated he would focus on
the first four items.
Councilmember McGehee agreed and liked that break down. She still felt really
strongly about the sprinkler systems. She did not know if there was anything Ro-
seville specific regarding transportation. She thought there might be some specif-
ic transportation things the City might be wanting, whether it is pathways or a
pedestrian overpass over Snelling.
Mayor Roe thought until there is a specific project, there is the general support of
the Council.
Mayor Roe stated he did not think promote was strong enough for what the City is
going to do. He thought the City was going to own those priorities. In trying to
help sift through these priorities, he generally agreed with the first four items. He
