Regular City Council Meeting
Monday, December 3, 2018
Page 17
j. Review the suggested edits to the draft 2040 Comprehensive Plan and au-
thorize staff to submit the Plan to the Metropolitan Council.
Senior Planner Bryan Lloyd briefly highlighted this item as detailed in the RCA
and related attachments dated December 3, 2018.
Councilmember McGehee thought the entire sentence "The City will continue to
support efforts by the Historical Society" was in the minutes in quotes and she
asked if that is what will replace the sentence, not just the little piece.
Mr. Lloyd indicated the entire sentence is in the draft of the Comprehensive Plan
but thought he accidentally rejected the changes when changing the sentence in-
stead of accepting the changes.
Councilmember McGehee asked what the suggested change would be because the
fact of the matter is the Council does not utilize State, County, and private historic
resources to preserve or restore historic buildings and sites where appropriate.
That is simply not something the Council has done or has shown any interest in
doing. The discussion the Council had was that the wording that was there was
what would be included and that the City would continue to support the efforts of
the Roseville Historical Society to identify and preserve the history of Roseville.
The Council agreed.
Mayor Roe stated the intent was not to add to the sentence in the Comprehensive
Plan, the intent was to replace the sentence with the sentence that was discussed at
the City Council meeting.
Mr. Lloyd indicated he misunderstood that and would get it changed.
Mr. Lloyd continued with the suggested land use guidance to the Pacal Business
Center.
Councilmember Laliberte asked what it would take for the future zoning to get
aligned.
Mr. Lloyd stated if staff added to or changed what the future land use said for Pa-
cal Business Center, beyond just Industrial, that would deviate from what the cur-
rent draft of the future land use plan has already been guiding. It is a worthwhile
discussion to think more broadly about what there could be beyond just Industrial
but at this point, it would cause some misalignment in the document.
Councilmember Laliberte indicated she did not want to cause misalignment in the
document, but she did want the Council to start, talking about more opportunity in
that area than just Industrial.
