Regular City Council Meeting
Monday, December 3,2018
Page 19
about that suggestion. One being that some of that ethos is already in those strat-
egies and also in some of the content that might already be there but also because
all of the strategies except for a select few that were discussed and modified
through discussions in the Parks and Recreation Commission, all of these strate-
gies in the Comprehensive Plan are verbatim from the 2010 Parks and Recreation
System Master Plan. There was one suggested change in the park's strategies
from the last month that also coincided with one that had been edited.
Councilmember McGehee believed the Master Plan should be a living document
and not a document of restriction. She was not going to fight vigorously for this
particular wording, but she did think there should be a recognition that the Parks
Master Plan should be a living document, not a historic archive the City has to
adhere to.
Mr. Lloyd stated the DNR comments were similar to that as well.
Councilmember Willmus stated the DNR response is quite detailed and the DNR
touched on a number of different chapters and he thought where the DNR was fo-
cusing with wildlife corridors really is in the transportation chapter with respect to
roadway design, curb design, and culverts. He agreed with Councilmember
McGehee in regard to natural space corridors but in looking at Chapter 8, Parks,
the second bullet point, from his read, this certainly could plug in there. He
thought how it is written in the chapter now makes sense for him.
Mayor Roe thought this could be made into an asterisk paragraph with a little bit
of a change to it.
Councilmember Laliberte appreciated the DNR's comments regarding transporta-
tion but she thought it could also be mentioned in the Park and Recreation section.
She stated in Chapter 8, second bullet, the last sentence could read"direct particu-
lar attention to the creation of wildlife habitat in and between parks where wildlife
would not be compromised by the presence of park activities".
The Council concurred.
Mayor Roe thought it was an improvement and enhancement rather than a detrac-
tion from the Parks Master Plan.
Councilmember Etten agreed. He thought this was an important addition while
also being a fairly small addition.
Councilmember McGehee wanted to also say thank you for the addition of disa-
bilities because"disabilities"is distinctly different than"different abilities".
Mr. Lloyd touched on the DNR suggestions with the City Council.
