Regular City Council Meeting <br /> Monday,December 3,2018 <br /> Page 9 <br /> derstanding of the true financial position of the City. One of the things he thought <br /> the Council needed to do a better job of is properly accounting for some of the <br /> dollars. When the City does have a cash cow as referenced by Councilmember <br /> McGehee with regard to the license center, that largely funds other operations. <br /> He thought the Council needed to have a better handle on how many dollars are <br /> available to help offset and help minimize some impacts elsewhere. He certainly <br /> supports the preliminary levy and the two-year approach. <br /> Mayor Roe stated he was also one of the supporters of looking at a two-year plan. <br /> He noted he would also support a one-year plan so no reserve funds would be <br /> used but he was not sure if the residents would be open to paying for that. He <br /> thought looking at the two-year approach was the responsible way to do it. It still <br /> allows for a reasonable tax levy in 2019 without getting too high, in terms of an <br /> increase and he would be in favor of supporting the two-year approach. <br /> Councilmember Laliberte thanked the Council for further discussion and if the <br /> Council supported staying at the two-year plan, she would also support it. <br /> Mayor Roe stated what the City has in place is a policy the Finance Commission <br /> recommended and was approved by the City Council to look at the City reserve <br /> levels each year and where the City is above the high targets and recognize that <br /> those are monies already collected by the taxpayers. If there are needs that the <br /> City has that might necessitate a higher levy increase, the City can still consider <br /> use of reserves as possible resources to reduce future tax increases; however, he <br /> thought the Council needed to be more cognizant of doing that on the Capital side <br /> rather than for ongoing operating expenses. <br /> McGehee moved, Etten seconded, adoption of Resolution No. 11557 (Attachment <br /> A) entitled, "Resolution Submitting the Final Property Tax Levy on Real Estate to <br /> the Ramsey County Auditor for the Fiscal Year of 2019." <br /> Roll Call <br /> Ayes: McGehee, Willmus, Laliberte, Etten, and Roe . <br /> Nays: None. <br /> McGehee moved, Willmus seconded, adoption of Resolution No. 11558 (Attach- <br /> ment B) entitled, "Resolution Directing the County Auditor to Adjust the Ap- <br /> proved Tax Levy for 2019 Bonded Debt." <br /> Roll Call <br /> Ayes: McGehee, Willmus, Laliberte, Etten, and Roe. <br /> Nays: None. <br />
