Regular City Council Meeting <br /> Monday,January 14, 2019 <br /> Page 6 <br /> Council Discussion <br /> Councilmember Laliberte thanked staff for sticking with this over the years and <br /> thought there was some good information in it. <br /> Councilmember Etten thanked staff for the work done. <br /> Councilmember Groff stated it was good to see that usage is going down in the <br /> right direction. <br /> Roll Call <br /> Ayes: Etten, Laliberte, Groff and Roe. <br /> Nays: None. <br /> c. Consider an Approval of Professional Service Agreement with Lockridge, <br /> Grindal,Nauen, P.L.L.P for State Government Lobbying Services <br /> City Manager Patrick Trudgeon summarized the request as detailed in the RCA of <br /> this date; and noted a bench handout incorporated into the RCA providing an ex- <br /> tract of City Council meeting minutes of January 14, 2019. <br /> Councilmember Etten asked, in regard to the length of contract, if someone did <br /> something wrong and the session was extended a year from now and go from May <br /> to June and the potential contract go through December 2020, would there be a <br /> reason to extend that far beyond the end of that session where the bonding bill <br /> might be considered. <br /> Mr. Trudgeon stated one reason could be that there might be a longer session, <br /> there could be special sessions, or other work being done behind the scenes where <br /> the City would want someone at the Capitol in preparation for the upcoming ses- <br /> sion in 2020. The fact is that the total services this firm asks from Roseville <br /> would be for that fixed amount. With the bonding part of this, not only is there <br /> Legislation, there is a process that needs to be followed with a deadline of June <br /> 2019 to get in that bonding request. There will be a lot of work in the summer <br /> and fall of 2019 for the 2020 session. He thought there would be more than <br /> enough work for the firm. He noted the firm identified that it would help monitor <br /> any potential Legislative threats or opportunities for the City along the way. He <br /> thought from that perspective, this is an all-inclusive contract. <br /> Mayor Roe asked about the $2,500 a month billing and cash flow construction as <br /> opposed to lumping it all into a short length of time, corresponding with the <br /> length of the session. <br /> Mr. Trudgeon stated the term of the contract is that the firm will represent the <br /> City all year or all two years. This is a way to divvy up the payments received. <br />
