Regular City Council Meeting <br /> Monday,January 14, 2019 <br /> Page 8 <br /> Mr. Trudgeon believed the City had a ten-day out if the City chooses, so he as- <br /> sumed the firm would be paid $2,500 a month up until the time of termination by <br /> the City. <br /> City Attorney Gaughan noted paragraph nine of the documents, page three, is the <br /> termination provision, which is standard professional services agreement that the <br /> City would compel all of the consultants and vendors to use, including his firm. <br /> The City has a ten day with or without clause termination provision and payment <br /> for services up to that point are due. <br /> Councilmember Laliberte stated the bid was based on the entire packet of priori- <br /> ties adopted as a Council so if some of these high priorities are accomplished in <br /> the 2019 Legislative year, then is the City able to add new things or is the contract <br /> specifically to the packet of priorities. <br /> Mr. Trudgeon stated the contract would be for all fifteen of the priorities. He <br /> thought the City could work with the firm on adding new priorities if needed. <br /> Mayor Roe asked if the Council felt the City needed lobbying services to assist <br /> the City with the Legislative program. He thought the Council crossed that <br /> threshold. The other question is if the Council feels the City needs to go through <br /> a more extensive quoting process. He noted the City is not subject to the process <br /> like when a capital improvement project is done. There is a City Professional <br /> Services Policy which does talk about getting quotes but there is the ability for the <br /> City Manager to recommend and for the Council to approve, not necessarily fol- <br /> lowing that process. <br /> Councilmember Etten asked when is the first committee deadline. <br /> Councilmember Laliberte stated bills are being introduced continually. She re- <br /> viewed some of the budgets and bill deadlines that she remembered. <br /> Councilmember Groff stated this is not going to happen when the bills are due, <br /> there will be a lot of work done by the lobbyists before that. He stated he would <br /> speak against getting multiple bids as it would delay the process. <br /> Etten moved, Groff seconded, to authorize the City Manager and Mayor to enter <br /> into a professional services agreement with Lockridge, Grindal, and Nauen for <br /> State government lobbying services. <br /> Council Discussion <br /> Councilmember Etten agreed with the comments around the City timeframe and <br /> thought if the City has a quality firm, then the City should move forward.
