This would provide a pedestrian refuge, but we are concerned that it <br />may encourage pedestrians to cross against the light or to decide to "stay" in the median. The traffic <br />signals are timed to cross the entire street if the pedestrian button is activated. <br />In the alternative, if it is desired to allow the WB to SB left turns to remain, the north median will <br />need to be modified so that the EB to NB double lefts do not conflict with the WB to SB left turns. <br />This would add to the cost of the project but would not be expected to exceed $10,000. We would <br />further recommend the installation of a Leading Pedestrian Indication (LPI) for the Snelling Avenue <br />crossing to allow the pedestrians to become more visible to left turning vehicles. <br />Figure 9. Proposed Modifications at Lydia Avenue <br />At County Road C2 (see Figure 10), the City of Roseville is in the process of designing the <br />recommended geometric improvements that will eliminate the bottleneck at Lincoln Drive and <br />provide for dual left -turns to accommodate the heavy left -tum demand to northbound Snelling <br />Avenue. The traffic signal will also be modified to accommodate the left -tum modifications. We <br />would recommend consideration of using a painted bulb on the east end of the median or increasing <br />the width of roadway from 20' to 24' to allow 21anes of traffic movement. <br />
