Proposed Modifications at County Road C2 <br />In addition to the above geometric changes, corridor signal timing adjustments at Lydia Avenue, <br />County Road C2 and County Road C are also proposed. Our Streetlight analysis showed that about <br />22% of the NB traffic south of County Road C desires to tum right or left. Knowing this, it may be <br />helpful to the overall network to modify some of the timing splits at County Road C to take <br />advantage of some additional storage on Snelling between County Road C and County Road C2. <br />The SimTraffic modeling indicates it is possible to improve overall network throughput and <br />significantly reduce delays on the cross streets with some minor adjustments. <br />The construction cost estimate for changes at Lydia Avenue is $50,000. For changes at <br />County Road C2, the estimate is $250,000. These costs include minor timing adjustments <br />needed. <br />Scenario 2 <br />Scenario 2 includes the geometric changes identified in Scenario 1 but with the construction of an <br />additional 12 -foot wide northbound through lane on Snelling Avenue from County Road B2 to 1,180 <br />feet north of Lydia Avenue. For this evaluation, we assumed the recommendation by SRF to begin <br />the third lane at County Road B2 as proposed on the east side of the northbound roadway, but then <br />transition to the west side of the roadway north of County Road C to utilize the center median area <br />for the additional lane. <br />The construction cost estimate for Scenario 2 with a worst-case scenario of requiring 6900 <br />feet of noise wall is $7,798,650. For cost benefit calculations we also developed a cost <br />estimate for construction without noise walls of $2,816,250. It is expected that some wall <br />will be required but this was intended to provide the range of costs. Costs include signal <br />retiming <br />
