that are important. She stated if this is not accomplished everyone will lose the
world. She asked if the Public Works Commission would advocate to the City
Council that the City make specific commitments and meet them to ensure the goals
are met.

Chair Cihacek thought the first thing to note is the IPCC goals are not necessarily
by municipalities but generally. From a Jurisdictional perspective, the Federal
Government has more ability to hit those goals then the Municipality does or the
State or Council. He noted he appreciated Ms. Morton recognizing that in order to
achieve those goals it is a collaborative effort and there is not a lot of say at the City
level to achieve the goals. He thought there were things that the City could do
better, and he would be open to hearing Ms. Morton's suggestions.

Ms. Morton stated she was not at the meeting prepared to brainstorm and was not
an expert. She knows there are tons of ideas out there that different industries are
working on and she believed there are things that can be done locally that the City
is not doing that could be communication or regulations, coding or other things.
She stated unless this is done locally and rely on it being done nationally then
everyone is at a stand stil nd time cannot be wasted.
ANEW
Chair Cihacek did not think anyone on the Commission was an expert on the topic
but would be open to hearing recommendations.

Ms. Morton suggested the Commission bring in some people to make suggestions
that are more knowledgeable then she is.

Chair CihacNDirec
ght staff could look into that and bring in some experts.

Public Works or Marc Culver stated this is a big topic and as a Commission
it can be discussed how to address tackle that in some future meetings. He
oted the City Council did discuss this at some previous meeting without much
resident input. He also noted the City Council will be reviewing this item at the
December 3rd meeting. He also Indicated the City will be installing solar panels in
the next few months.

Ms. Morton stated the IPCC goal is for the world, however a case could easily be
made that a mmunity like Roseville ought to do more than it's share. In the
world, she thought Roseville was right in at the top in terms of resources. If
anything, her opinion would be that the City should move faster than that goal
because not the rest of the world is going to be able to meet anything like those, it
does cost money. She asked the Commission what her next step would be to
support the Commission.

Chair Cihacek stated the Commission needs to go to the City Council and let them
know that Ms. Morton and other residents feel this is an important issue and ask for
action on their end which will help get the ball rolling. He stated he will also have
Page 2 of 10
