Regular City Council Meeting <br /> Monday,January 28, 2019 <br /> Page 13 <br /> to get anywhere near the position of where the sky is falling. The City can look at <br /> other communities, other malls that have had reputations go down hill and people <br /> don't consider them safe anymore, the devastating financial impact that has on a <br /> community. She thought those who live in Roseville and currently feel safe do <br /> not doubt the facts of the rising criminal element with mail being stolen, cars be- <br /> ing broken into, and things like that. She would support what the Police Depart- <br /> ment is doing currently, and she really likes the diversity element that is being ad- <br /> vocated. She agreed that a mental health component is also important. She stated <br /> being a mental health professional, she knew that the presence and understanding <br /> of what the individual is seeing can make a huge difference. She stated she <br /> would, as a citizen,be willing to see her taxes go up and she thought the City <br /> Council needed to hear that. She noted she did not want her taxes to go up but if <br /> she wants to live in a good, strong community she recognizes that this might be <br /> necessary. She encouraged the City Council to keep an open mind. <br /> Mayor Roe thanked the public for their comments and Police Department for the <br /> presentation. <br /> a. Presentation from Northeast Youth and Family Services—continued <br /> Jerry Hromatka, CEO from Northeast Youth and Family Services made a presen- <br /> tation to the City Council. <br /> Mayor Roe stated he appreciated the update. <br /> Recess: <br /> Mayor Roe recessed the meeting at approximately 8:30 p.m., and reconvened at <br /> approximately 8:37 p.m. <br /> e. Discussion on Financing Options for the 2719 Lexington Ave Property Ac- <br /> quisition <br /> Finance Director Chris Miller briefly highlighted this item as detailed in the RCA <br /> and related attachments dated January 28, 2019. <br /> Councilmember Etten stated he would be interested in where staff thinks the <br /> funds should come from because when he looks at the funds, the only one with <br /> enough money in it to pull all the funds from is street replacement but that is a <br /> whole different policy decision. He asked Mr. Miller how he would go about put- <br /> ting together$1.5 million from these funds. <br /> Mr. Miller stated to repurpose any of these funds, even in a temporary situation, <br /> there are trade offs in doing that. He stated if funds were taken from the street re- <br /> placement program, it has plenty of cash to fund itself for the next ten years so the <br /> City would probably be okay. But, it also compromises the fund as well and will <br /> not generate the kind of interest that it used to. What it probably means is that the <br />
