He noted the second medic vehicle is not able to be utilized right now in <br /> that capacity and has not extended the life of any of the engines so far. If the Fire <br /> Department does move to the staffing model that has been discussed, it would <br /> then add to the life expectancy of the engine because it would go out for less med- <br /> ical calls and be more available for fire type calls and less calls as a whole. <br /> Mayor Roe stated he would like to see the analysis of what the fund projection <br /> looks like if the purchases are spread out longer along with the considerations of <br /> not having a third engine and using the ladder in that role. Both of those things <br /> save a significant capital purchase cost over the long term. <br /> Chief O'Neill asked if the project could be a part of the 2020 Capital Improve- <br /> ment Plan being presented in the spring or would the City Council like to see it <br /> earlier. <br /> Mayor Roe thought the timing would work as part of the CIP discussion. <br /> Councilmember Etten thought the Mayor was asking for staff to think about vehi- <br /> cle needs as part of the upcoming discussions about staffing changes which may <br /> come forward sooner than the CIP discussions. <br /> Mayor Roe asked in regard to the shift in the staffing model if the ladder was used <br /> as one of the response engines and the ladder is replaced on a twenty-year cycle, <br /> will that create any issues as the ladder gets to be older. He wanted the Fire De- <br /> partment to take that into consideration when making decisions. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Laliberte moved, Etten seconded, authorizing the City Manager to enter into con- <br /> tract for replacement of the two vehicles as structured, utilizing HGACBuy coop- <br /> erative purchasing program for the cost of$1,532,969.00. <br /> Council Discussion <br /> Councilmember Laliberte thought going forward there is a lot to talk and think <br /> about on the capital side and there will be many more discussions. She recalled <br /> the previous purchases utilizing HGACBuy and thought it was a good process for <br /> the City. <br /> Roll Call <br /> Ayes: Laliberte, Etten, Willmus, Groff and Roe. <br /> Nays: None <br />
