Regular City Council Meeting
Monday, February 11, 2019
Page 12
Mayor Roe stated the intention is that this is still temporary in the sense that the
anticipation is there might be some attrition happening the Department in the
coming years.
Chief Mathwig indicated that was correct.
Councilmember Etten noted the resolution in the packet refers to only Attachment
A and the only thing Attachment A states is that this would be funded and that the
excess would be returned. If this is intended to be an annual thing, then he
thought the resolution would need to speak to that.
Mr. Trudgeon indicated Attachment A in the packet is not a reference to the Reso-
lution. The Resolution is Attachment C. Attachment D is what would be at-
tached, which is Attachment A to the Resolution.
Mayor Roe offered an opportunity for public comment, with no one coming for-
ward.
Mayor Roe indicated he would prefer to have everything listed in the Resolution
rather than adding an attachment to the Resolution.
Councilmember Groff complimented Chief Mathwig on this program because he
thought this was getting the City where it needs to be.
Groff moved, Willmus seconded, adoption of Resolution No. 11578 (Attachment
C) entitled, "Resolution Authorizing the Roseville Police Department's Commit-
ment to Diversity Staffing Program with Attachment D Memorandum."
Council Discussion
Councilmember Groff stated he liked Councilmember Etten's ideas of looking
forward down the line to see what can be done differently if the Cadet position
does not work out. He liked that the City is working towards greater diversity in
the Police force with everything that has happened nationally, which he thought
this was really important. He thought it was important to the residents as well and
shows good faith as well.
Councilmember Willmus concurred.
Councilmember Etten agreed with the comments and agreed this is an important
part of shifting all of the City employees, but especially the Police force which the
public sees all of the time, to be more diverse. To the thought of combining the
Memorandum Attachment D/A with the Resolution, he was thinking hard about it
and since it is pretty clear and defined, he was fine with it remaining an attach-
ment.
