Regular City Council Meeting <br /> Monday, February 11, 2019 <br /> Page 14 <br /> Etten moved, Willmus seconded, authorizing the hiring of one additional police <br /> officer in August 2019 through the Roseville Police Department's Commitment to <br /> Diversity staffing program with funding coming through savings in the existing <br /> Police Department budget. <br /> Roll Call <br /> Ayes: Laliberte, Etten, Willmus, Groff and Roe. <br /> Nays: None <br /> g. Receive Snelling Ave Corridor Analysis Presentation <br /> Public Works Director Marc Culver briefly highlighted this item as detailed in the <br /> RCA and related attachments dated February 11, 2019. <br /> Councilmember Etten thought the proposal moving forward made a lot of sense. <br /> He agreed that a focus on pedestrian movement is something the City has looked <br /> at for a number of years and looking at that in a bigger picture from County B <br /> northwards. One other thought as the City looks at the changes happening in the <br /> crossing of southbound Snelling turning to Hamline, when this is closed off for <br /> the 35 project and maybe permanently, there is going to need to be an additional <br /> left turn signal time at Lydia and County C2 because the signal is really short. <br /> Councilmember Willmus stated the last point made in regard to left turns off <br /> southbound Snelling, both at Lydia and County C2, is something that the City will <br /> at some point have to look at and needs to be a part of the conversation going <br /> forward. He stated with regard to the presentation, he was onboard with the step <br /> back and focusing more on scenario one that was put forward to the Council. He <br /> thought at the time the City sees further redevelopment along County Road C on <br /> the north side between Snelling and Fairview, might restart the conversation about <br /> what is to be done with Snelling. He thought that redevelopment piece and corri- <br /> dor need to be part of public conversation. <br /> Councilmember Groff appreciated the presentation and liked the idea of getting <br /> good value for the dollar spent which is why scenario one made the most sense <br /> for him. He thought staff approach of waiting until 35W is completed makes <br /> complete sense as well because now the City is dealing with some unknowns and <br /> will be able to factor that in down the road and spend tax dollars wisely. <br /> Councilmember Laliberte also appreciated the presentation and recommendations <br /> staff made at the end. She thought the recommendations are fitting with where <br /> the City is at and what is known today. She agreed with assessing the 35W im- <br /> provements but also being ready for whatever is being proposed on County Road <br /> C between Snelling and Fairview because that is going to need to be a community <br /> conversation. <br />
