Regular City Council Meeting <br /> Monday, February 11, 2019 <br /> Page 15 <br /> Mayor Roe stated on the $2.7 million federal funds, the City is going to forgo <br /> that. <br /> Mr. Culver stated that was correct, the City will not be using federal funds. <br /> Mayor Roe stated on the long term, looking at Snelling, MnDOT has done some <br /> projects along Snelling in recent past and is a highway that might get looked at for <br /> some major work sometime down the road. He wondered if that is at all on <br /> MnDOT's radar right now. <br /> Mr. Culver stated at this time there would not be any grade separation on Snelling <br /> without a real focused push by the community for improvements. He stated there <br /> has been minor discussions about lengthening the turn lanes, especially on Lydia. <br /> The only thing MnDOT has currently planned on the segment between County <br /> Road E and County Road C currently is to replace the signal at C2 in 2020 or <br /> 2021. <br /> Mayor Roe stated related the County Road C and Snelling intersection, one of the <br /> issues of how that intersection works is the Lincoln Drive component of it. He <br /> would think as the City looks at what development happens and studying patterns <br /> there, he would seriously look to potentially eliminate the Lincoln Drive connec- <br /> tion. <br /> Mr. Culver indicated Ramsey County would love it if that connection would be <br /> eliminated. <br /> Mayor Roe offered an opportunity for public comment. <br /> Public Comment <br /> Mr. Tim Callaghan,3062 Shorewood Lane <br /> Mr. Callaghan stated he was concerned with what the City is doing at Lydia on <br /> Snelling. He stated the PUD for Northwestern states there will be a dedicated <br /> right turn into the campus lane which has been eliminated. He wondered if <br /> Northwestern is no longer in compliance with the PUD. He stated this study was <br /> done at a particularly bad time because of work going on at 35W. He noted he <br /> has never seen traffic like that before on Lydia and he has not seen it since. There <br /> are great numbers on traffic delay that was a particularly unusual time and <br /> thought the study was relatively invalid. He also thought if looking at westbound <br /> Lydia, these are collector roads and the City is going to take away the ability to <br /> turn left onto southbound Snelling. He stated that is an important intersection and <br /> what collector roads are for. He stated to go straight on Lydia, according to the <br /> drawing, the lanes do not line up with the roadway. That intersection is very dan- <br /> gerous now because of the headlights of those turning left on eastbound Lydia. <br /> He stated it seems strange to him that the City would create that dangerous of an <br />
