Regular City Council Meeting <br /> Monday, February 11, 2019 <br /> Page 3 <br /> Mayor Roe reviewed public hearing protocol and opened and closed the public <br /> hearing at approximately 6:25 p.m. for the purpose of receiving public input on <br /> the above-referenced public hearing to adopt a Resolution Providing Host Ap- <br /> proval of Tax-Exempt Funds for Roseville Senior Living, LLC; with no one ap- <br /> pearing for or against. <br /> Groff moved, Laliberte seconded, adoption of Resolution No. 11577 (Attachment <br /> A) entitled, "Resolution Consenting to and Providing Host Approval to the Issu- <br /> ance by the Public Finance Authority of its Revenue Bonds for the Benefit of Ro- <br /> seville Senior Living LLC." <br /> Council Discussion <br /> Councilmember Groff thought staff did a great job explaining this item and that <br /> this is not a risk to the City. He thought this will be a good facility. <br /> Roll Call <br /> Ayes: Laliberte, Willmus, Groff and Roe. <br /> Nays: None. <br /> c. Consider a Request to Perform an Abatement of City Code Violations at <br /> 2455 Dale St. <br /> Building Official Dave Englund briefly highlighted this item as detailed in the <br /> RCA and related attachments dated February 11, 2019. He noted the improved <br /> surface where the majority of the vehicles are stored is an improved surface but <br /> was never approved or permitted. The addition of the improved surface brings <br /> coverage of the area to over forty percent coverage which exceeds the allowable <br /> impervious coverage by ten percent. <br /> Mayor Roe asked if the impervious surface issue was a separate matter and not re- <br /> lated to this item. <br /> Mr. Englund stated that was correct. <br /> Mayor Roe thought there were two issues, the first is improvements were made to <br /> the property in terms of providing the improved surface without a permit process <br /> through the City and then there is also the question of the impervious coverage <br /> under the zoning code. <br /> Mr. Englund stated the request before the City Council is mainly regarding the in- <br /> operable vehicles and storage of junk and debris in that exact spot. <br /> Mayor Roe asked if the storage of the RV closer than five feet to the property line <br /> was one of the items in which the property owner could apply for a variance from <br />
