Regular City Council Meeting <br /> Monday, February 11, 2019 <br /> Page 8 <br /> Chief O'Neill stated it could be done but to his recollection, it is a lengthy process <br /> and would probably push it a good year in order to do that. <br /> Councilmember Willmus thought the Fire Department had a strong idea of what is <br /> needed in a vehicle at this point. <br /> Chief O'Neill indicated the Fire Department did,but the issue is the process itself. <br /> Councilmember Etten thought the Fire Department was past the time frame poten- <br /> tially and one of the things Councilmember Willmus is bringing up is that the City <br /> Council rarely likes being backed into a corner where something needs to be or- <br /> dered now. He thought the best value process actually reminds him of the HGAC <br /> model. He thought going forward, this should be discussed at least six months be- <br /> fore being needed to review which process should be used. <br /> Chief O'Neill understood completely. He noted HGAC was used previously so <br /> there was the assumption by the Fire Department that the City Council was com- <br /> fortable with that as well. <br /> Mayor Roe stated the HGAC process has a similar approval with the State as the <br /> State bid contract for police vehicles and other things like that. <br /> Battalion Chief Sjostrom stated it is a competitive bidding process that is utilized <br /> much like the State of Minnesota uses to list the different manufacturers for fire <br /> equipment. <br /> Councilmember Groff thanked the Fire Department for getting back to him on his <br /> email because he was also a little concerned regarding the HGAC process. He <br /> • thought the Fire Chief explained it to him well. <br /> Battalion Chief Sjostrom continued with the presentation on Fire Apparatus Pur- <br /> chase and the reason for purchasing both an engine and ladder truck and the deci- <br /> sion of using Rosenbauer for the purchase. He indicated anticipated arrival of the <br /> engine in March or April 2020 and the ladder truck in January 2021. <br /> Councilmember Etten stated in the email he received from the Chief, there was in- <br /> formation regarding outfitting the new ladder truck with pumping capabilities <br /> which reflects consideration of looking at the fleet in a different way and opera- <br /> tions. He asked how that might work in the future. <br /> Assistant Chief Brosnahan stated it is important to have consistency and the same <br /> piece of equipment from truck to truck. If the Fire Department could have that <br /> with the ladder truck as well, giving it the capacity to be a pumping apparatus and <br /> have water, it could potentially reduce their reliance on the third engine. He <br /> thought that would help the ladder truck to be more of a day-to-day operation ra- <br />
