Regular City Council Meeting <br /> Monday, March 18, 2019 <br /> Page 13 <br /> maybe it is because those categories are so different that the categories cannot re- <br /> ally be grouped as was done in the previous priority plan. She wanted to make <br /> sure the things that are on the list are really things that can be measured and put <br /> focus on. The other point is there was also a conversation about public safety, <br /> staffing, and public resources are not included because it is going to be something <br /> the Council is dealing with. Yet that is clearly a priority and to not put it in here <br /> is also saying something. For the Rice/Larpenteur Alliance plan, she was struck <br /> by how the City can guarantee the plan will be implemented. She asked what part <br /> of it does the City want to accomplish or does the Council want to talk more about <br /> the partnerships or the working and the process versus saying the City is going to <br /> implement this and to check it off the list. She thought the City was reliant on the <br /> other partners for that. <br /> Councilmember Laliberte thought there was also a comment, she thought from the <br /> Mayor, about engagement because a lot of things on the list rely a lot on outreach <br /> to other people, outreach to the community, and the City has a Commission that <br /> has struggled a bit on bringing the Council advise on how to do engagement that <br /> the City is really looking for. She did not know if the Council wanted to jump in <br /> on that or make it a priority for the HRIEC. <br /> Councilmember Willmus thought the idea of getting at and putting metrics to <br /> some things was a good and interesting approach and something that the Council <br /> can measure themselves against. One that really jumps out to him with respect to <br /> that is housing and meeting the housing needs of all. He wondered if that was a <br /> priority and asked, when looking at housing within the community, is there a type <br /> of housing the City has ample supply of, which might be single-family homes. <br /> He thought there was something missing and over the course of the last couple of <br /> weeks, he has been talking with Ms. Gundlach to get some information with re- <br /> spect to overall acreage throughout the community that is zoned for certain types <br /> of housing. He thought this was something that could be shared with the rest of <br /> the Council at some point. Within that, he thought it becomes very clear the cer- <br /> tain styles of housing that the City might be missing and across all styles of hous- <br /> ing, there can be incorporated affordability and availability. Those are some <br /> things he might want to get a little more in detail on. <br /> Mayor Roe thought the City should not be prioritizing the stuff that is done every <br /> day. <br /> Councilmember Etten asked Councilmember Willmus on the housing thing in- <br /> stead of the bullet that states "Meets the housing needs of all," should it point out <br /> one or two specific types of housing the Council might agree are missing based on <br /> the data presented and/or feedback from the community to focus in on specific <br /> needs. <br />
