Human Rights, Inclusion and Engagement Commission Minutes <br />March 20, 2019 –Draft Minutes <br />Page 8of 18 <br />312 had any thoughts or if anything was missing from the list, anything else to consider or <br />313 anything the Commission does not agree with. <br />314 <br />315 Commissioner Djevi thought there was a big piece missing, which is the how. The <br />316 Commission has reasons why it is being done, goals but there is not anything about <br />317 how it will be done. That is something that the group should be able to make <br />318 recommendations on the how. <br />319 <br />320 Mr. Trudgeon wondered if that was part of the foundation as far as best practices and <br />321 having training for staff or other community engagers. He wondered if that got at the <br />322 how a little bit. <br />323 <br />324 Chair Beltmann thought the table that was put together was the how and the work that <br />325 will be done by the Commission. <br />326 <br />327 Commissioner Peterson thought it was how the Commission was going the work but <br />328 not how the outreach will actually be done. <br />329 <br />330 Commissioner Eck thought it should be to make those connection and establish those <br />331 relationships and what is the Commission’s role in that, what is the scope. <br />332 <br />333 Commissioner Peterson thought the how piece was the hardest part because the City <br />334 struggles with that. She stated the Commission would not be doing this project if the <br />335 City was great at doing that. She thought the how part was challenging. She thought <br />336 this looked great on paper but what is the Commission’s role. <br />337 <br />338 Commissioner Macomber stated that is where she lacked some clarity still. She <br />339 wondered what the Commission’s piece of the how was and what is the City’s. <br />340 <br />341 Commissioner Peterson wondered if the Commission could bring this to the City <br />342 Council and let the Council know what the Commission has discussed and look for <br />343 feedback on next steps. <br />344 <br />345 Chair Beltmann stated this was brought forward before to the City Council and what <br />346 she took out of the meeting was the Commission can develop a list of community <br />347 contacts but then in terms of actually going out and doing the outreach there wasn’t <br />348 any clarity as to who does what and she thought that needs to be a direction from the <br />349 City Council because she would get concerned that if the Commission is doing a lot <br />350 of work to make contacts within the community and then no one makes the contact it <br />351 is a moot point. She thought if the Commission would be responsible for doing the <br />352 outreach and then handing off the relationship, the Commission should make sure that <br />353 there is an infrastructure and process in place to maintain those because otherwise she <br />354 felt it might backfire on all of them. <br />355 <br /> <br />
