Regular City Council Meeting <br /> Monday,April 8, 2019 <br /> Page 3 <br /> War brought new Vietnamese, Cambodian, Hmong and Laotian communities to <br /> the United States of America," and more recently there have been people from <br /> Myanmar, Nepal, and Bhutan and other countries. So, he thought maybe there <br /> should be another Whereas that could be added related to those specific communi- <br /> ties to Roseville. He wondered if the Commission had any discussion in that re- <br /> gard to those specific communities. <br /> Chair Beltmann stated the Commission did not have any discussions regarding <br /> that. <br /> Councilmember Laliberte thought that would tie the proclamation back to the City <br /> specifically a little bit more and it would be nice to add that. She thought this was <br /> something that could be changed and looked at during future reviews. <br /> Councilmember Etten thought another Whereas clause would be appropriate to <br /> highlight the community. <br /> Councilmember Groff thought that was a really good idea as it does tie it in <br /> locally. <br /> Mayor Roe stated that is something the Commission could look at again at the <br /> next HRIEC meeting before approval. <br /> Chair Beltmann stated the Commission has reviewed the proclamations thorough- <br /> ly and felt good with the changes so she was sure any changes the Council wanted <br /> made, the Commission would be fine with changing. She questioned if the <br /> change to the proclamation could just be made at this meeting and adopted be- <br /> cause it looked like there was Council consensus to add the Whereas. <br /> Mayor Roe stated on the Mental Health Awareness Month the third Whereas that <br /> states "We recognize numerous residents of the City of Roseville are impacted by <br /> mental illness," he wondered if there was any discussion or if it made sense talk- <br /> ing about across generations because certainly there are young people and fami- <br /> lies that are impacted but there are also seniors in the community that are impact- <br /> ed by mental health issues. <br /> Mayor Roe stated in this particular area, the City of Roseville is actually finan- <br /> cially supporting Northeast Youth and Family Services, which provides mental <br /> health services in the community and Roseville does see a benefit with that in <br /> terms of the mental health of the community as well as reduced issues potentially <br /> with people entering into the criminal justice system. The City is also teaming up <br /> with the Alzheimer's and Dementia Awareness Group and the Community Health <br /> Awareness Teams (CHAT). Both of those things might be something related to <br /> mental health and worth mentioning in a Whereas clause as well. <br />
