Regular City Council Meeting <br /> Monday, April 15,2019 <br /> Page 5 <br /> Mayor Roe asked if it would be possible to have the pedestrian crossing at the <br /> Community School of Excellence halfway between Galtier and Marion Street. At <br /> a recent meeting at the school there was a lot of talk about the use of the church <br /> parking lot as overflow parking for events as well as a place to go in case of evac- <br /> uations. <br /> Councilmember Willmus asked, with the pedestrian crossing coming mid-block, <br /> is there any thought given to some sort of signalized crossing. <br /> Mr. Culver thought initially the County had said it feels with the median and only <br /> one lane in each direction, a pedestrian flasher system would not be necessary. It <br /> is something that the City and/or the School could pursue as a Safe Routes to <br /> School project or something like that. <br /> Councilmember Groff stated when a change like this is made, people need to be <br /> made aware of it because people are used to driving pretty fast. He thought a <br /> lighted signal crossing or something to draw attention to the change should be <br /> considered. <br /> Mr. Culver stated there will be pavement markings along with signs indicating <br /> change. Also, with the conversion to the three-lane section, he would expect a re- <br /> duction in prevailing speed through this corridor. He thought once the section has <br /> been striped and open for a little bit, the City could follow up with a speed study <br /> and pursue a change in the actual speed limit. <br /> Mayor Roe thought the refuge point, along with perhaps additional or enhanced <br /> signage, might help with alerting people to the change. <br /> Councilmember Etten stated he appreciated all of the information and care to this. <br /> He noted he sent Mr. Culver some questions and those questions were answered. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Mayor Roe thanked Mr. Culver for the update. <br /> c. Continued Discussion on Possible Amendments or Improvements to Code <br /> Enforcement Practices to Better Address Properties with Repeat City Code <br /> Violations <br /> Building Official Dave Englund summarized the request as detailed in the RCA of <br /> this date; and noted a bench handout incorporated into the RCA providing some <br /> updated State Statute language. <br /> Mr. Englund stated he was looking for direction on the first two items in the re- <br /> port, enhancement to existing Code Enforcement procedures and expanding the <br />
