Regular City Council Meeting
Monday, May 6, 2019
Page 22
community because of the connection with a lot of City people, including the City
Manager and people on the Council.
Mayor Roe stated there were definitely topics that came up, which never got to
have an event that were not necessarily Law Enforcement related. There was
some momentum to look at some additional topics, one of the things that some of
the community participants were especially concerned about was that the City did
a few things as a result of the Castille shooting and then once done, it was
checked off the list. He stated participation in the GARE process and acknowl-
edging the equity lens of a lot of what the City does can translate to looking at this
process. His personal thought is that he might be willing to leave it as it is and
perhaps let the previous planning group come back together and talk about what
that group wants to do.
Councilmember Groff thought those are all good points, but his concern is this
just sort of ended. The last meeting he was at, he understood it would be ongoing.
He stated for the community, it is good to either have some sort of closure or have
something going forward indicating a schedule of some sort because right now, it
is in a limbo state. He would like to make sure there is input from a pretty general
population rather than it look like a group from the City deciding something.
Councilmember Etten stated he would support the Mayor's idea of bringing back
that original planning group and he would be open as to whether that group would
come back to the Council to bring their proposal forward. He liked the idea of
having people who are not necessarily tied to the City interacting with a diverse
group from the City to bring out and flush out new ideas that might not be other-
wise looked at.
Councilmember Willmus did not know if it needed to come back to the City or
the Council for approval. If it is under the guise of a Commission, then it needs to
happen but keeping it more free flowing, more of its own, he did not know if that
aspect needs to be approved.
Mayor Roe stated while it might not be something that comes back to the Council
for approval, he thought it might be beneficial to use the City Council meeting to
update the community on where it is at for people watching the meeting and
might be an appropriate check in without Council approval or blessing.
Councilmember Groff concurred with this being an update and not an approval.
The City Council was in favor of reconvening the original group and having
periodic check-in and updates without Council approval.
Recess
