Regular City Council Meeting <br /> Monday, May 6,2019 <br /> Page 23 <br /> Mayor Roe recessed the meeting at approximately 8:54 p.m., and reconvened at approximately <br /> 9:01 p.m. <br /> h. Discuss 2019-20 Policy Priority Planning Document <br /> City Manager Trudgeon briefly highlighted this item as detailed in the RCA and <br /> related attachments dated May 6, 2019. <br /> Councilmember Laliberte asked if the Council was envisioning this as a full two- <br /> year plan, questioning where the Council wants to be at the end of December <br /> 2020?, or some other period of time. <br /> Mr. Trudgeon stated he was anticipating by the end of 2020, the City can demon- <br /> strate and all along the way the City can put in as staff does. He did note that re- <br /> ducing the City's carbon footprint will be very hard to achieve by 2020 and is a <br /> long return goal. <br /> Councilmember Willmus stated with regard to Councilmember Laliberte's point, <br /> there are a number of these things and frankly, most of these items are very long <br /> term, but the Council needs to start working towards them. These are priorities <br /> that the City Council has identified to work on over the next couple of years and <br /> he did not think there was anything in the document that stated by 2020 the priori- <br /> ties will be accomplished. He did not know that was the intent of this document. <br /> Mr. Trudgeon stated the 2-year time frame is the priority of this sitting Council so <br /> for the next extended period of time, the Council will be working on this as the <br /> Council's priorities and policies and a Council that will be elected subsequently <br /> will have similar conversation and create their priorities. <br /> Councilmember Etten agreed with Mr. Trudgeon and Council Willmus' com- <br /> ments. Some of these items have bullet points for 2020 and beyond. He appreci- <br /> ated that there is a quarter by quarter piece here. A lot of these were goals the <br /> Council had or similar to goals the Council had; so it is not that hard to see how it <br /> would flow that way. He thought that the Council looked at this and potentially <br /> again in a year or nine months and set new goals for the next calendar year that <br /> have been laid out to continue to work towards these goals. He stated he would be <br /> interested in hearing more about staff's thought on making this timeframe happen. <br /> Councilmember Groff stated none of these things are going to be done within two <br /> years. These are goals and if the Council could reach halfway through these, he <br /> would be pleased. He stated he liked the quarterly measures as Councilmember <br /> Etten mentioned with updates. <br /> Mayor Roe liked that right now the Council gets a passive quarterly update in the <br /> consent agenda. He likes the idea of checking back in partway through the process <br />
