Regular City Council Meeting
Monday, May 6, 2019
Page 24
for an update to determine if the Council should be shifting direction on these
things or change things up, add items as well.
Councilmember Etten stated he suggested nine months, but thought six months
made sense, keeps that fresh, and the wheel turning.
Mayor Roe asked the Council for their thoughts regarding Mr. Trudgeon's reach
out for input on the main categories and main objectives in each category. Is the
Council hitting where the Council wants to be in terms of just those high-level
looks of things.
Mayor Roe commented under "housing" he thinks there might be a better way to
express this. He thought it could read "Housing is available in Roseville to meet
all identified needs." He thought that wording was a little more specific, saying
there are things the Council wants to focus on rather than just saying there are all
types of housing in Roseville.
Councilmember Willmus stated that could lead to a different perspective where
someone comes in and stated more executive homes need to be built in Roseville.
Mayor Roe thought the City had the Maxfield Study as well as other things that
tell the Council a lot about what is needed. He noted the Council certainly knows
that more broadly in this region, there is a need for more affordable housing of
various types. He thought the Council had identified the need for some medium
density, single-level twin home type of structure. He thought those are things that
the Council has identified needs for and probably things the City needs to be fo-
cusing on. Rather than saying all types of housing are available in Roseville, he
thought the City wants to focus on the City falling short on the needs and where
can the City make a difference.
Councilmember Willmus thought the Council could go in that direction. He
thought with respect to Councilmember Laliberte and particularly with housing,
the market will get you so far and then it becomes a significant role for govern-
mental agencies to help in certain areas. One aspect of this for him that is missing
is he did not think the Council had been proactive enough in helping to facilitate
medium-density developments. He did not think the Council had been proactive
enough in helping to facilitate redevelopment or areas that the City has identified
for high-density residential and that is certainly something he would like to see
the Council focus on and call attention to.
Mayor Roe thought that became one of the things underneath that bullet point.
Councilmember Etten stated he was okay with Mayor Roe's change and thought
this was a vague title but in the flushing out of that goal, in the packet, one of the
measures of success is "The EDA consensus on top three to five housing priori-
