So, staff talks about <br /> inviting residential land brokers to an EDA meeting to talk through that and rec- <br /> oncile housing goals. He thought it addresses some of the things the Council is <br /> talking about and then looking at how the Council can support those housing <br /> things with the City's policies. He thought the flushing out of this really brings <br /> that to light, if the Council wants to support a change to the title, he was open to <br /> that. With the rest of it, he thought staff had done a great job of laying a process <br /> for the rest of the year. <br /> Mayor Roe asked if there were other changes or suggestions to be made on the <br /> first page of the document. <br /> The Council was ready to move on to the next section and agreed with the hous- <br /> ing change Mayor Roe suggested previously. <br /> Mayor Roe stated there are several bullet items under Economic Development <br /> and he wondered if staff wanted to go through them or should the Council go <br /> through these more methodically. <br /> Mr. Trudgeon reviewed the Twin Lakes Redevelopment goal with the Council. <br /> Councilmember Etten wondered about the measure of success being the valued <br /> growth of at least twenty million dollars. Is the goal clean up and redevelopment <br /> of a certain amount of land, or is twenty million dollars easy to attach and under- <br /> stand. He asked if a certain dollar amount is the goal or is redevelopment of the <br /> land the goal. <br /> Mayor Roe assumed the redevelopment accomplishes the cleanup and redevel- <br /> opment of the land. He thought the manifestation of that is value increase in that <br /> area. He was not sure if twenty million dollars was the target because if that is <br /> achieved within the next two months, then maybe it was set too low. <br /> Councilmember Willmus said considering the geographic area, which is Twin <br /> Lakes, twenty million dollars seems fairly low. <br /> Councilmember Laliberte stated on the top of the page it shows "by the end of <br /> 2020"but under measure if success it shows "by the first quarter of 2020". <br /> Mayor Roe stated that needs to be changed to a good dollar amount and a good <br /> time frame. <br /> Ms. Gundlach stated the intention with the market value growth was at the end of <br /> 2020 and that should follow through on the measure of success. Going back to <br /> what is the right number, under the timeline for 2020 and beyond she has an exer- <br /> cise to map market value growth and will do it by parcel. Once that can be looked <br />
