Regular City Council Meeting <br /> Monday,May 6, 2019 <br /> Page 26 <br /> at in aggregate, it might give a better understanding of what the right number is <br /> and where to focus efforts of trying to achieve growth, so she was not sure a <br /> number needed to be chosen now. <br /> Mr. Trudgeon reviewed the second Economic Development Strategic Initiative <br /> bullet point"Facilitate City-wide Economic Development"with the Council. <br /> Mayor Roe questioned if the target for ambassador visits was accurate, he did not <br /> know if that was too low at two per year. He thought staff should think about set- <br /> ting the bar a little higher on ambassador visits. He asked how the City measures <br /> "no net loss of business." <br /> Mr. Trudgeon stated under the fourth quarter there is an annual update to the <br /> business list through Resources USA, which gives a listing of all of the City's <br /> businesses. So, year by year, the City will be able to track how many businesses <br /> are in the City and what the trends are. <br /> Mr. Trudgeon stated the next item is in regard to the Rice/Larpenteur Alliance <br /> Plan and some items are already in place. He reviewed future items with the <br /> Council. <br /> Councilmember Laliberte thought one measure of success might be measuring the <br /> City's engagement level with the landowners. She thought the goal would be to <br /> increase City interaction and engagement with those who can make change. <br /> Mayor Roe stated staffing through the St. Paul Chamber is tracking their connec- <br /> tions with both business owners and property owners, so he thought there was a <br /> way to actually quantify that and demonstrate success and achievement in that ar- <br /> ea. He was thinking another measure of success is to have in place framework for <br /> the long-term alliance with the short-term contract with the Chamber. <br /> Councilmember Etten stated he did not know how involved the International In- <br /> stitute of Minnesota is right now working with resettlement groups because reset- <br /> tlements have been reduced significantly in the last year or so. He thought the <br /> City needed to look at some of the other community partners so the City is keep- <br /> ing them on the radar along with the Alliance. <br /> Councilmember Etten stated under the list of Commissions, the EDA should be <br /> included. <br /> Mr. Trudgeon reviewed the Inclusive Community and Governance Strategic Initi- <br /> atives with the City Council. He stated the second bullet point "Implement Racial <br /> Equity Plan" follows on the GARE initiative. He also reviewed the Community <br /> Engagement Toolkit with the Council. <br />
