Regular City Council Meeting <br /> Monday, May 6, 2019 <br /> Page 4 <br /> Councilmember Etten asked if Mr. Englund stated this property was non- <br /> homesteaded. <br /> Mr. Englund stated according to the Ramsey County property records it is listed <br /> as a residential non-homesteaded single-family home. <br /> Councilmember Etten asked if Mr. Englund knew who lives on the property now. <br /> Mr. Englund indicated he did not. <br /> Councilmember Etten asked if the fence that is falling down, made of block, is a <br /> fence that would meet City Code in general. <br /> Mr. Englund stated the block fence is not in Code, and what had actually fallen <br /> was the wood board on board fence, which has collapsed. The other structure is <br /> not approved or allowed by Code. <br /> Councilmember Willmus questioned if the property was cleaned up after the 2015 <br /> Ramsey County court citation? <br /> Mr. Englund indicated the property was brought into compliance by the end of <br /> 2016. <br /> Mayor Roe invited the property owner to come up to speak if he wished. <br /> Mr. William Acree, 397 Brooks Avenue <br /> Mr. Acree stated one of the big disappointments he has is that everything he does <br /> or brings in is always modified with people running out with cameras and taking <br /> pictures. He stated it gets to the point that he feels this is simple harassment. He <br /> understands that he has acquired quite a bit of stuff, but he thought those were old <br /> photos and not recent pictures. He believed those photos were from a couple <br /> years ago. As far as the wall, he basically created that for privacy. There is no <br /> way that any of the neighbors can see anything in his backyard unless the neigh- <br /> bors come to the fence and look over. Personally, he has gotten to the point <br /> where he thought it was bit much. He indicated he would be open to questions. <br /> Councilmember Laliberte questioned if other than the new fencing going up, are <br /> the other large pallets of materials for other projects, or are these just being posi- <br /> tioned on the property and being used elsewhere? <br /> Mr. Acree stated this winter the wind and snow collapsed his gazebo so he was <br /> going to replace it with a pergola that he will put up. He stated this was delivered <br /> and every time something is delivered there is someone there taking pictures and <br /> it is getting to the point where enough is enough. <br />
