Regular City Council Meeting <br /> Monday, May 13, 2019 <br /> Page 14 <br /> Councilmember Etten thought the City needed a grand plan before anything new <br /> is built. <br /> Councilmember Willmus reported his focus is really looking at what the City's <br /> space needs are related to maintenance and storage. The license center would cer- <br /> tainly be a part of this conversation. He was not sure about the community center <br /> and thought there would need to be significant outreach in the community and <br /> funding mechanisms that the community supports and brings forward before he <br /> would go too far that way. Jumping back to the Mayor's comments with respect <br /> to Veterans Park and potentially the VFW site, he thought long term it makes a lot <br /> of sense to start looking at that. He also thought it made sense if the City were to <br /> go that direction to start looking at a realignment of Woodhill to Civic Center <br /> Drive, which would pick up significantly more space. He thought anything the <br /> City does need, to have some time spent going through early development and <br /> overall site plan but he did not know if he was up to spending a significant <br /> amount of dollars to put forward things that are piecemeal and do not make sense <br /> to him. <br /> Councilmember Groff agreed. He has been struggling with this and feels like the <br /> City needs a better overall plan for this if they are going to be spending millions <br /> of dollars. He wondered if there was someway staff could analyze all of this <br /> property, what could be projected out in 10-30 years down the road, how the <br /> spaces will be used, and what is needed in the future. He thought the OVAL <br /> should also be looked at to see what could possibly happen there in the future. <br /> Mayor Roe asked if there is a timeframe for addressing the maintenance facility <br /> issue. He wondered if the City should wait ten years for the bonds to be done on <br /> the parks and fire station or would something need to be done sooner. <br /> Mr. Trudgeon indicated every year, the City has capital needs whether it is fuel <br /> pumps at the maintenance facilities or a security gate or crumbling retaining wall. <br /> These expenses are programmed into the CIP and he and Mr. Culver have the dis- <br /> cussion each year about what could be held off for another year. At some point, it <br /> will need to be addressed. Absent a plan, staff does not know what to do. Re- <br /> garding the financing part of it, staff has talked about it and he thought if the City <br /> started going down this road, staff and the Council could talk a little bit more spe- <br /> cifically about some options and how that can be done. He thought that was a <br /> separate conversation and should not limit the ability to plan for the future. <br /> Mayor Roe stated in terms of the VFW property, since the City does not own it, <br /> part of looking at that site is to figure out a solution for the VFW operation as <br /> well. <br /> Mr. Culver stated from his perspective, the big thing is the maintenance facility. <br /> Staff has been moving two hundred thousand plus dollars for the fuel pumps at <br />
