It has been moved down the line every year because the <br /> City is not ready to invest two hundred thousand dollars in new fuel tanks if staff <br /> is not one hundred percent certain that in twenty or thirty years, the maintenance <br /> facility is going to be there. At some point, the City will have to make that in- <br /> vestment. Beyond that, the City is also spending about sixty thousand dollars a <br /> year on leasing space offsite for storage and in five years that will be three hun- <br /> dred thousand dollars. Those are some factors that do add up over time as the de- <br /> cision is delayed. <br /> Councilmember Laliberte stated she is taking this all in and a number of different <br /> ways for the City to go about that. She thought the questions of timing as to when <br /> certain triggers need to be pulled are important, but she did not think this should <br /> be done in a piecemeal fashion. She stated the City really does need to have a <br /> masterplan to strive for. <br /> Mayor Roe asked if it made sense to look at a master plan for the campus and <br /> specifically focusing on the license center, IT, maintenance and general storage. <br /> The Council agreed. <br /> Mayor Roe stated he did not want make light of the notion of potentially losing <br /> the Veterans Park site either and wants to be able to say the City is getting some <br /> benefit. Whether it is to the park system with a community center that the current <br /> maintenance facility could be turned into or whatever else it might be. He <br /> thought that was an important consideration as well as the Council and staff have <br /> these discussions. <br /> Mayor Roe asked if the Council wanted to direct staff to investigate getting the <br /> site master plan analysis process underway and develop and RFP for that. <br /> The Council was in agreement. <br /> Mayor Roe asked if it made sense to do a request for qualifications/information <br /> process first. <br /> Mr. Trudgeon stated it was and could be done and has been done before. <br /> Mayor Roe offered an opportunity for public comment. <br /> Mr. Roger Hess Jr., <br /> Mr. Hess stated it would be nice if the Council leaned the budget over the next <br /> couple of years in order to pay off the bonds earlier than 2029. In regard to the <br /> community center, he thought the private sector has pretty much covered every- <br /> thing that anyone has every talked about at a community center except for a small <br /> black box theater, which he thought the City could actually make money from. <br />
