Public Hearing to Consider Approval of Request for a Noise Variance for the <br /> County Road C Concrete Rehabilitation Project <br /> Assistant Public Works Director/City Engineer Jesse Freihammer briefly high- <br /> lighted this item as detailed in the RCA and related attachments dated May 20, <br /> 2019. <br /> Councilmember Groff clarified work could start as early as 6:00 a.m. and contin- <br /> ue to as late as 11:00 p.m., or overnight. <br /> Mr. Freihammer reported the contractor has indicated the work would be done <br /> during normal working hours 7:00 a.m. to 9:00 p.m. The overnight work would <br /> include about one hour of saw cutting, probably between midnight and 2:00 a.m. <br /> The construction would be done in two phases, the outside lane would be done <br /> first in both directions and then the inside lanes. Residents, theoretically would <br /> only be impacted for two days and would be notified ahead of time. <br /> Councilmember Laliberte asked to make sure that Ramsey County or the contrac- <br /> tor is working with the medical buildings in that area because she did not know <br /> what impact that might have on their labs or other equipment. <br /> Mr. Freihammer stated he could do that. <br /> Mayor Roe asked if the four-hundred-foot notification distance a part of the City's <br /> noise variance ordinance. <br /> Mr. Freihammer thought the distance was actually 350 feet but the City notified <br /> up to four hundred feet. <br /> Mayor Roe reviewed public hearing protocol and opened and closed the public <br /> hearing at approximately 6:22 p.m. for the purpose of receiving public input on <br /> the above-referenced noise variance; with no one appearing for or against. <br /> Laliberte moved, Groff seconded, approval of request to extend working hours on <br /> the Ramsey County, County Road C Concrete Rehabilitation project with staff <br /> recommended conditions as follows: <br /> • The Contractor notify residents within 400 feet of the work area of the ex- <br /> act days of night work one week prior to beginning the work. <br /> • Only saw-cutting operations are allowed outside of normal working hours. <br /> No other operations would be allowed outside of normal working hours. <br /> Council Discussion <br />
