Adopt an Ordinance Rezoning Property from Low Density Residential-1 <br /> (LDR-1) to Low Density Residential-2 (LDR-2), Adopt a Resolution Approv- <br /> ing the Midland Legacy Estate Preliminary Plat, and Adopt A Resolution <br /> Approving The Midland Legacy Estate Final Plat For Development of 6 <br /> Twinhome Dwelling Units and an Outlot. <br /> Senior Planner Bryan Lloyd briefly highlighted this item as detailed in the RCA <br /> and related attachments dated June 3, 2019. <br /> Councilmember Willmus stated on page 3 of 5 of the RCA, Lines 55-57, in the <br /> narrative staff has noted "The increased density of the proposed LDR-2 lots, situ- <br /> ated between HDR-1 District to the west and LDR-1 lots to the north and east, can <br /> also be viewed as a reasonable way to transition from the higher-density apart- <br /> ment building to the rest of the single-family.". He asked for more information <br /> and what is the intention behind it. <br /> City Planner Bryan Lloyd stated it is mostly an observation given the established <br /> neighborhood that surrounds it. If lots were being laid out and planned, one of the <br /> common practices would be to establish a sort of hierarchy of transitions but that <br /> is not necessarily the case in Twin Lakes or other development areas. It is not a <br /> given that it is necessary to transition from a high-density property to lower densi- <br /> ty properties surrounding it. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Willmus moved, Etten seconded, enactment of Ordinance No 1574 (Exhibit F); <br /> entitled, "An Ordinance Amending Title 10 (Zoning) of the City Code to Change <br /> the Zoning Designation of Certain Real Property. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Groff, Etten, and Roe. <br /> Nays: None. <br /> Willmus moved, Etten seconded, adoption of Resolution No. 11608 (Exhibit G) <br /> entitled, "Resolution Approving the Property Midland Legacy Estate Preliminary <br /> Plat(PF19-003)". <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Groff, Etten, and Roe. <br /> Nays: None. <br /> Willmus moved, Etten seconded, adoption of Resolution No. 11609 (Exhibit H) <br /> entitled, "Resolution Approving the Proposed Midland Legacy Estate Final Plat <br /> (PF 19-003)". <br />
