Attachment B <br />Item 8A <br />REQUEST FOR COUNCIL ACTION <br />Date: <br />Item No.: <br />Department Approval City Manager Approval <br />Item Description: Joint Meeting with the Human Rights, Inclusion and Engagement <br />Commission <br />1 B ACKGROUND <br />2 Each year the City Council meets with various commissions to review activities and <br />3 accomplishments and to discuss the upcoming year’s work plan and issues that may be considered. <br />4 <br />5 The Human Rights, Inclusion and Engagement Commission (HRIEC) last met with the City Council <br />6 to discuss their Engagement Project on July 9, 2018. Prior to that, the City Council and HRIEC met <br />7 in a joint meeting on March 26, 2018 to discuss their 2018-2019 work plan. Since that time, the <br />8 Commission has been working on several projects and has had other opportunities to check in with <br />9 the City Council. <br />10 <br />11 7/9/2018: Engagement Plan Check-In with City Council <br />12 11/26/2018: HRIEC presents recommendation on City Proclamations <br />13 4/8/2019: Consider recommendations from HRIEC on City Proclamations <br />14 <br />15 The HRIEC has put together a workplan calendar that outlines some of the work they have been <br />16 doing over the past year. That calendar is attached for reference. Additionally, below are some of the <br />17 items the commission has been working on since the last joint meeting on March 26, 2018. <br />18 <br />19 2018-19 Accomplishments <br />20 Developed essay question and scoring rubric, advertised and solicited entries for the 2018-19 <br />21 Essay Contest. 97 entries were received and the top 4 essay winners were recognized at the <br />22 May 6, 2019 City Council meeting. <br />23 Recevied presentations on city demographics to better understand the community prior to <br />24 developing further engagement recommendations. Other presentations that were received to <br />25 assist in building a foundational approach to engagement include: <br />26 o International Association for Public Participation (IAP2) foundations of public <br />27 participation and best pracitces. <br />28 o Updates on the city’s GARE Racial Equity Action Plan. <br />29 Participated in the 2018 Rosefest parade and Party in the Park. The Commission is currently <br />30 planning and recruiting for commission participation in the parade as well as for <br />31 representatives from the LGBTQIA+ community. <br />32 Reviewed language of city proclamations, conducted outreach to impacted communities, <br />33 updated and presented revised proclamations to the City Council. Developed a pilot project <br />34 for the Human trafficking proclamation in January that included a display case and <br />nd <br />35 community event.
