Attachment C <br />Item 8A <br />4)A template has been set-up for capturing community group/individual contact <br />information. We should work to populate the form with information. <br />5)I would like to propose that we recommend to council forming an community advisory <br />group (name needs help) that is made of up of individuals that represent different <br />demographic groups (age, race, orientation, home-owner vs. renter, location in different <br />census tracts, etc) that staff can use as a resource when planning for a new project. <br />6)The folks that applied to the HRIEC commission is a great place to start. <br />7)Evaluate the cities process for recruiting and appointing commissioners. <br />8)Work with the city staff to determine the best process for relationship building and <br />management between HRIEC and Staff. <br />9)I would like to recommend to Council that they ask staff to prioritize authentic <br />community engagement and relationship building within diverse populations. To <br />achieve this, staff would need to commit to utilizing a process for evaluating projects <br />(i.e. the community engagement assessment tool) at the beginning of all new projects. <br />Recommendations/Thoughts for outreach strategies. M. Etienne Djevi. <br />Engaging under-represented groups requires first and foremost the desire to engage them, <br />persistence and patience. It is a work of termites. Success is incremental and takes time to <br />materialize. Without persistence and determination, efforts are usually abandoned leading to the <br />perpetuation of the state of disengagement. <br />Language barriers, cultural differences, and most importantly divergence in priorities between <br />government and the governed are some of the causes for failure in engagement <br />efforts/strategies. <br />A top down governing strategy oftentimes leads to programs/projects that are not priorities for <br />the governed. It does have the advantage of providing guidance based on information not <br />readily available to the community (laws, rules, resources). <br />A bottom up strategy identifies the communitys priorities. Programs designed on the basis of <br />priorities from the community have of greater participation and continued engagement of the <br />community. <br />Oftentimes, a mixture of both strategies is the paramount to good governance. <br />A-The city will identify communities/groups it wishes to engage: Geographic <br />identification (Demographic data presentation), places said groups usually meet. <br />B-Identify community organizations that already exist and work with the said <br />groups/communities. HRIEC could be a liaison between different community <br />organizations. <br /> <br />
