Regular City Council Meeting <br /> Monday,June 17, 2019 <br /> Page 11 <br /> Councilmember Willmus asked if the Commission has had any conversation <br /> about bringing the process in-house to the Commission. Something the Commis- <br /> sion works on with staff. More like any other program the Commission might <br /> help staff administer. He wondered if this rises to the level that it needs to come to <br /> the Council on an annual basis. He personally did not think it was and was some- <br /> thing that could be passed to the Commission working with staff and USDA to <br /> administer. He was curious as to what conversations have happened at the Com- <br /> mission level and to what his colleagues think. <br /> Commissioner Newby agreed that was a conversation the Commission was will- <br /> ing to have. Given the significant citizen feedback the Commission got when this <br /> process first started, the Commission felt it was something the City Council <br /> should be aware of If the Council would prefer that the Commission deal with <br /> this internally while working with the Parks Commission and the City, it is some- <br /> thing the Commission is willing to consider. <br /> Commissioner O'Brien noted that this has been discussed extensively within the <br /> Commission, even discussed having a vision goal of maintaining a healthy herd <br /> rather than every year discussing a possible reduction effort or not. A vision of <br /> maintaining a healthy herd in Roseville means that the Parks Department work <br /> with the DNR and the other agencies that help to determine what an adequate or <br /> overly stocked herd is. She thought it was something the Commission has dis- <br /> cussed and feels comfortable with. <br /> Chair Baggenstoss stated one of the things the Commission first talked about was <br /> the set number and how many deer need to be reduced for a set number but per- <br /> haps in the latest discussion the question was what was needed to be done in the <br /> current year to get to a different place and maybe it will look different next year <br /> and the year after that to try to get in line with the agencies. <br /> Commissioner Newby questioned if the Council would prefer the Commission to <br /> adopt a program and keep the Council apprised of what is being done is some- <br /> thing the Commission is willing to do as well. <br /> Mayor Roe asked if the Council was prepared to provide some feedback. <br /> Councilmember Laliberte thought if the Council could prescribe and give some <br /> direction to the Parks and Recreation Commission, the Commission should feel <br /> comfortable and free to then go and administer. That is fine with her but she <br /> thought the Council should be clear about that direction so the Commission is not <br /> left to wonder if it is a number or a healthy goal or something else and thought it <br /> was the Council's responsibility to do that. <br />
