Regular City Council Meeting <br /> Monday,June 17, 2019 <br /> Page 20 <br /> Councilmember Laliberte remembered from the testimony that there was a church <br /> that could not do their month so it went to a church that was already in the pro- <br /> gram, already done the four weeks of having the folks in their facility, and were <br /> being asked to cover a month for a different church who couldn't cover it. <br /> Mayor Roe thought this language limits it to one facility having four weeks in any <br /> given calendar year and wondered if the City wanted to look at something a little <br /> more flexible. <br /> Ms. Gundlach explained that condition is from the State Fire Marshal's require- <br /> ment and she would be hesitant to provide a response without the Fire Chief <br /> weighing in on it but thought the City could customize Condition 14 of this li- <br /> cense to address the issue. <br /> Mr. Paschke noted the Interim Uses in place allow for up to sixty days for a cal- <br /> endar year. <br /> Fire Chief O'Neill stated the Fire Department is operating under the guidelines of <br /> the State Fire Marshal's Office which has already made exceptions to the Fire <br /> Code in allowing a four-week period of time where the churches would not have <br /> to meet normal requirements. The church would not be able to go beyond the <br /> four weeks and stay consistent with the State Fire Marshal's Office. That would <br /> be something he would be mandated to do and has to work within the parameters <br /> the State Fire Marshal's Office has established for the Roseville Fire Department. <br /> He would recommend the City not fool with that number and leave it at four <br /> weeks. <br /> Councilmember Etten appreciated the information and felt it was as clear as it can <br /> get. He was concerned about framing in churches as the church is trying to do the <br /> right thing in the world. He noted in regard to Condition 3 on line 70 it talks <br /> about inspections being done within five days of temporary housing start and one <br /> mid-use inspection. He wondered if that would mean five days before the tempo- <br /> rary housing start or within the first five days. <br /> Fire Chief O'Neil indicated it would be five days prior to the start. <br /> Mayor Roe thought staff should be clearer on that language, if possible. <br /> Councilmember Etten specified another question he had was on Condition 13, line <br /> 105; "A maximum of 24 persons may be housed". He wondered if that was a <br /> number that was arrived at due to the knowledge of the buildings that are being <br /> used right now, the number of people this program typically houses or where it <br /> came from. <br />
