Regular City Council Meeting <br /> Monday,June 17, 2019 <br /> Page 21 <br /> Fire Chief O'Neill explained that number is a mandate from the State Fire Mar- <br /> shal's Office as well. <br /> Mayor Roe presumed if the State Fire Marshal is requiring this of facilities in Ro- <br /> seville, then it is requiring this of all of the facilities in the State. <br /> Fire Chief O'Neill agreed. <br /> Councilmember Etten thought the inspections should happen yearly and did not <br /> know if there could be something worked out for a three-year license with an an- <br /> nual inspection and only pay the inspection fee in years two and three in order to <br /> bring the cost down. <br /> Mayor Roe echoed that thought for returning entities and for new entities, the ini- <br /> tial license would be for one year. <br /> Councilmember Etten asked if Mayor Roe would consider the churches that are <br /> currently doing this as new or returning. <br /> Mayor Roe thought if the church already has an Interim Use in place that is serv- <br /> ing the purpose of its initial license. He thought language could be developed to <br /> cover that transition situation. <br /> Mayor Roe thought the direction would be to have staff bring back the necessary <br /> pieces of this with the language for 310 as well as anything else in terms of the <br /> Zoning definitions that were mentioned in the report. Then at that point, there <br /> would be the opportunity for public feedback. <br /> Ms. Gundlach asked for clarification that the license requirements only have to <br /> appear in front of the Council and the Zoning Code has to go before the Planning <br /> Commission. She also asked whether the Council would like staff to bring those <br /> items before the Planning Commission and then tee everything up to come back <br /> to the Council at one time. Or did the Council want to see the actual Code <br /> amendments first before staff starts the process with the Planning Commission. <br /> Mayor Roe thought it could all come at the same time for review and approval. <br /> He thought it might also help the Planning Commission, for reference, to have the <br /> license language. <br /> f. Review and Consider Proposed Edits to Draft 2040 Comprehensive Plan in <br /> Response to Review Letter from Metropolitan Council <br /> City Planner Bryan Lloyd briefly highlighted this item as detailed in the RCA and <br /> related attachments dated June 17, 2019. <br />
