Regular City Council Meeting <br /> Monday,June 17, 2019 <br /> Page 22 <br /> Ms. Erin Purdu, WSB was at the meeting to make a presentation, review and an- <br /> swer questions about the proposed edits to the Draft 2040 Comprehensive Plan. <br /> Ms. Purdu reviewed the Land Use, and BRT Overlay with the Council <br /> Councilmember Willmus asked if there was a single-family home in the area and <br /> it was torn down, is the City out of compliance with the Comprehensive Plan if an <br /> application comes forward or a permit request for a new single-family home. <br /> Ms. Purdu did not think so because there are single family planned future land use <br /> areas on the future land use map. It is the areas that the City anticipates for rede- <br /> velopment that would have to redevelop at that density, such as the Har Mar site. <br /> Councilmember Willmus asked if the owners of Har Mar Mall decided to do sig- <br /> nificant changes to the Mall, would that trigger the housing component. <br /> Mr. Lloyd noted housing is still not required to be redeveloped unless it is a hous- <br /> ing only district. Any of the mixed-use sites can still do commercial uses without <br /> a residential component if the entity chooses. <br /> Councilmember Etten asked at the northern portion of the circle, the Council had <br /> a discussion about that area and wanted it as medium density so how does that <br /> work. <br /> Mr. Lloyd explained the actual direction from the City Council about that was to <br /> change it from medium density to low density but there are people who are work- <br /> ing on a medium density development of some type for the northern portion of <br /> that area. Staff is expecting something to come from that in the coming months. <br /> This version of the land use map is different than what was originally submitted to <br /> the Metropolitan Council last December. The area is shown as medium density in <br /> recognition of the development staff is expecting to come forward. If that does <br /> materialize in the next months the City still might not have an adopted Compre- <br /> hensive Plan with this BRT overlay and certainly won't have the Zoning District <br /> overlay with those fifteen units an acre. He would expect anything coming for- <br /> ward this year or the beginning of next year would need a variance due to the ex- <br /> isting Medium Density District of up to 12 units per acre allowed. <br /> Mayor Roe asked why this is being changed to medium density on the projected <br /> land use based on the thought of an upcoming development. He would much ra- <br /> ther have it come forward in a formal request to change it because assuming this <br /> does not go forward under the current Zoning Code and Comp. Plan, if it gets to <br /> the point that the development does not go forward after all of this is in effect, he <br /> thought the City should keep its Comprehensive Plan what the City wants it to be <br /> and not adding things in based on potential developments. <br />
