Regular City Council Meeting <br /> Monday,June 17, 2019 <br /> Page 23 <br /> The Council concurred. <br /> Councilmember Willmus thought the area around Rice and South Owasso should <br /> be updated as well. <br /> Ms. Purdue indicated Council changes can be made to the Land Use map. <br /> Councilmember Laliberte indicated she has long been an advocate for those op- <br /> portunity areas described and really pushed for engagement with the communities <br /> around those areas, Har Mar being one of them and on this BRT stop. She has a <br /> big problem with making a change now outside of the process the City had. She <br /> asked what happens if the Council does not approve this overlay because those <br /> stops with the BRT were chosen with the exact density that exists today and it <br /> was still a good decision to put that stop there. <br /> Ms. Purdu believed the Met Council will come back with that being a require- <br /> ment, would not recommend approval of the plan, and that would put the City in a <br /> situation much like some of the other cities last time around that did not get their <br /> plan approved. It would be a hinderance to redevelopment per some of the other <br /> districts because those districts would be in conflict with the City's 2030 plan. <br /> The redevelopment within the Mixed-Use Districts that have been set up that did <br /> not exist last time. <br /> Mayor Roe asked about the minimum number of residential units per acre prior to <br /> the BRT was overlay in those very areas. <br /> Ms. Purdue indicated it was ten in the community mixed use, thirteen in the corri- <br /> dor mixed use, and thirteen in high density residential areas as well. <br /> Mr. Lloyd stated there are no developers that come in and ask what the minimum <br /> number of units would be allowed to build. The minimum is sort of an irrelevant <br /> number for the most part from what he has seen. <br /> Ms. Purdu explained the overlay would only impact those identified as redevel- <br /> opment sites. <br /> Councilmember Laliberte agreed with Mr. Lloyd's observation that developers <br /> are more concerned with the maximum number or units and not the minimum <br /> number but because the single-family houses were taken out of that, she still be- <br /> lieved the people in that area have been very reluctant to other changes that have <br /> been proposed at that mall. Without the process of having residents understand <br /> that this is a change the City is making after there has been a process, she has <br /> concerns and thought the only alternative would be to not identify that as a rede- <br /> velopment area. <br />
